The 12th Tripartite Environment Ministers Meeting (TEMM 12) was organised in Hokkaido, Japan from 22 to 23 May 2010. TEMM is held annually as a dialogue on regional and global environmental issues at the ministerial level among China, Japan and Republic of Korea.
At TEMM 12, the three ministers adopted a Joint Action Plan to promote environmental cooperation on 10 priority areas over the next five years, including transboundary issues, and a Joint Communique, in which the three countries agreed to implement the Joint Action Plan. The Joint Communique also emphasised that TEMM should play an important role in promoting regional cooperation through regional frameworks such as East Asia Summit (EAS) and ASEAN+3, noting the vision of an East Asia community and Asia Integration Process, and understanding that environmental conservation is one of its key elements. The ministers concurred that they will work toward achieving synergies between various initiatives, efforts, and ideas such as a low-carbon East Asia community, and a green Asia.
IGES has been supporting a series of meetings up to TEMM 12 and also made substantial contributions to this significant inter-governmental policy process in East Asia by assisting with the joint communique and joint action plan.
