本論の目的は，インドネシアの気候変動緩和対策の現状を明らかにし，また，その実施上の課題を明確化することである。特に政権交代後の政策面や組織・調整面の動向に着目し，潜在的な課題・阻害要因につき，インタビュー調査や文献調査により検討を行う。その結果，関係ステークホルダー間の連携や調整の強化，緩和計画などの政策面の強化が今後の緩和対策実施上の課題として確認された。

地球環境の保全を扱った本章にて、主に、熱帯林の維持・管理およびインドネシアの熱帯林の現状と保全への取り組みについて分担した。世界やインドネシアの森林（減少）の状況、森林維持管理のためのインドネシア国内対策（主にREDD+の制度導入実施状況）について紹介している。
