3R Initiative
Towards a Sound Material-Cycle Society
Disorganised solid waste disposal has posed almost crisis situations in Asia and the Pacific region -- a solution is urgently required.

IGES, together with the Ministry of the Environment of Japan, UNCRD, UNEP/ROAP and ADB will contribute to the promotion of the 3R Initiative by conducting policy research, examining regional strategies, and promoting networking.
What is the 3R Initiative?
Reduce, Reuse, Recycle
The 3R Initiative aims to promote the "3Rs" (reduce, reuse and recycle) globally so as to build a sound material-cycle society through the effective use of resources and materials. It was agreed upon at the G8 Sea Island Summit in June 2004 as a new G8 initiative.

Inaugural Meeting of the Regional 3R Forum in Asia; a facility of international collaboration towards 3R policy implementation in Asian countries
11-12 November 2009, Tokyo
On November 11-12, 2009, Inaugural Meeting of the Regional 3R Forum in Asia; a facility of international collaboration towards 3R policy implementation in Asian countries, was organised in Tokyo.
This meeting was organised with participation from Asian countries, international organisations, aid agencies, and experts by Ministry of the Environment of Japan and United Nations Centre for Regional Development with support from IGES.

On November 12, 2009, the participants of the meeting agree in Tokyo 3R Statement which addressed the facilitation of various activities towards 3R implementation in Asia and official launching of Regional 3R Forum in Asia.IGES has supported this process in various ways including initial planning of the forum. Under the forum, in collaboration with collaborating researchers, IGES will coordinate an international collaborative research project" Asia Resource Circulation Policy Research Project" which aims to provide policy-relevant proposals in response to challenges associated with 3R policy implementation in Asia.

Inaugural Workshop of "Asia Resource Circulation Policy Research"
9-10 November 2009, Tokyo
Asia Resource Circulation Policy Research Project aims to respond to the rising needs for creating policy-relevant knowledge for the implementation of the 3Rs policy as well as to facilitate lively exchanges among policy makers and experts on how to construct sustainable resource circulation in Asia. One of the expected functions of "Asia Resource Circulation Policy Research Project" is to provide policy-relevant advice based on international collaborative research to the participating countries of the Regional 3R Forum in Asia; facility for international cooperation on the 3Rs launched in Asia in November 2009. The project is funded as a 3 years commissioned research project from the Ministry of the Environment of Japan.The inaugural workshop invited the collaborating researchers to share understanding of objectives and directions of this international collaborative research for the next three years.

A public open seminar on "Resource Management and 3R: Towards Sustainable Asia" was held in March 11 2009. The organisers of the event were Ministry of the Environment of Japan, United Nations Environmental Programme (UNEP) and Asia Pacific Forum for Environment and Development (APFED). Overall purpose of this open seminar was to promote common understanding on 3R as well as sustainable resource management.

IGES co-organised the gAsia 3R High-Level Seminarh on 9 March 2009 in Tokyo with the Ministry of the Environment, Japan. Following the Kobe 3R Action Plan which was endorsed at the G8 Environment Ministers Meeting, the seminar was planned as a preparatory meeting for the regional cooperation framework on 3Rs in Asia. And on 10 March, the gAsia Regional Seminar for Sustainable Resource Managementh was organised in which senior governmental officials from Asian countries and the members of UNEP International Panel for Sustainable Resource Management exchanged their opinions.

Resource management and 3R: Towards Sustainable Asia
24-26 May 2008, Kobe
IGES Sustainable Consumption and Production Project supported Ministry of the Environment of Japan (MOEJ) for the 3Rs, one of the three themes of the G8 Environmental Ministers Meeting in Kobe in May 2008. By conducting a series of surveys to the G8 countries as well as supporting the preparatory meeting for the G8 Environmental Ministers Meeting in April 2008, the Project supported the drafting process of Kobe 3R Action Plan which, among other things, declares reduction in the use of single use consumer products and target-setting on resource productivity. IGES also supported the development of a background paper, and the chair's summary of the meeting.

The 2nd Asia 3R Conference
18-19 March 2008, Tokyo
The second Asia 3R Conference was held at Mita Conference Hall in Tokyo, Japan on 18-19 March 2008. There were participants from eighteen countries, seven international organisations from Asia, and six G8 member countries as observers. The discussion, in providing valuable inputs regarding the 3Rs into G8 Environmental Ministers Meeting in May, focused on the following major points: development of 3R policies and increases in resource productivity; pursuit of co-benefits with reduction of greenhouse gas emissions; capacity development to support the 3Rs through partnership with various actors; and collaboration towards sustainable international resource circulation. There exists basic understanding shared by participating countries regarding the significance of promoting sound material cycles and resource efficiency, in particular, the significance of capacity development. It is also widely recognised by the participating countries and organisations that the improvement of the quality of statistics regarding waste generation and continued policy dialogue among countries in the region are necessary work toward sustainable international resource circulation. As the secretariat of the conference, the IGES Sustainable Consumption and Production Project prepared the agenda of the conference and conference documents such as background paper and chair summary, and planed and coordinated each session of the conference as an assistant to the chair.

Previous Activities on 3R
Senior Officials Meeting on the 3R Initiative
The 2nd Senior Officials Meeting on the 3R Initiative was held in Bonn, Germany on 4th to 6th October 2007. Senior officers from 18 countries, the European Commission and 5 international organisations participated in the meeting. The meeting served to deepen the understanding that the concept of 3Rs has been shared among G8s since the launch of the 3R Initiative in 2005. Also, it was recognised that the activities on the 3Rs have been progressing in Asia and other countries and regions. With regard to the G8fs future activities on the 3Rs, Japan will put forward a concrete proposal based on the discussion at this meeting in order to approve an action plan at G8 Environmental Ministers Meeting which will be held in Japan in 2008. From IGES, Dr. Magnus Bengtsson, the Sustainable Consumption and Production (WMR) Project, served as a moderator of the working group on gClean and efficient 3R technologies.h Also, the IGES WMR project gave advice about the future directions of the 3R Initiative to be proposed by Japan, G8 Chair in 2008, based on its experience in supporting the 3R Initiative.

IGES Open Seminar "Environmental Issues in Asia from the Perspective of Material Flows Analysis: Towards Sound Material Cycle Society in East Asia"
This open seminar which was co-organised by the Ministry of the Environment of Japan and IGES invited experts in international material flow and resource circulation to identify opportunities and challenges for the establishment of environmentally appropriate international material flow in East Asia.

Over 120 audiences from the business sector, academia and general public attended the seminar. This seminar provided a good opportunity for both experts and audiences to share their knowledge and expertise in environmental issues and discuss a possible path towards sustainable development for East Asia.

OECD-Japan Seminar on Material Flows and Resource Productivity
The ministry of the Environment Japan and the Organization for Economic Co-operation and Development (OECD) organised gOECD-Japan Seminar on Material Flows and Resource Productivityh. The outcome of the OECD-Japan Seminar is recognized as an input for international processes for sustainable resource management such as the OECD-UNEP International Conference in April 2008 and the OECD Council recommendation on resource productivity as well as the G8 Process of the 3R Initiative towards G8 Toya-ko Summit in July 2008.

Workshops on 3R and EPR in Manilla
The workshop on EPR which followed a proposal by UNESCAP and IGES at the Asia 3R Conference in November 2006, Tokyo was to discuss the possibility of promoting regional harmonisation of recycling-related requirements in Asia, with a specific focus on coordination amongst national Extended Producer Responsibility (EPR) schemes.
The 3R workshop was the follow-up meeting of the South Asia 3R Expert Workshop and the Asia 3R Conference for experts.

South Asia 3R Expert Workshop
The workshop discussed the current situation and challenges for the 3Rs in four sessions, which covered domestic solid waste management, industrial waste management, medical hazardous waste, and E-waste. Also, three working groups focusing on social, financial/economical, and technological contexts reviewed and examined priority actions for the 3Rs in South Asia.

Senior Officials Meeting on the 3R Initiative
The Senior Officials Meeting on the 3R Initiative, as a follow-up to the Ministerial Conference on the 3R Initiative held in April 2005, was held in Tokyo, Japan over March 6-8, 2006 and was hosted by the Ministry of the Environment of Japan. Twenty participating countries, the EC, and seven participating international organisations and networks gave presentations at the meeting.

APFED Expert Meeting on the 3Rs in Asia
The meeting was held with a view to promoting multi-stakeholder policy dialogue on the 3Rs and providing useful input for the Senior Officials' Meeting on the 3Rs. Aside from the selected APFED members, the meeting was attended by 40 experts and representatives, including those from national governments, research institutes, the private sector, NGOs and international organisations.

"Promoting Reduce, Reuse, and Recycle in South Asia"

The report of the South Asia 3R Expert Workshop is now available.
The workshop was successful in achieving the multiple objectives of (1) in-depth discussion of solid waste management issues in South Asia, (2) in-depth review of selected issues related to the promotion of 3R in the region, (3) sharing experiences and knowledge among the countries of the subregion, and (4) identifying the route forward to widespread achievement of the 3Rs.

The Summary of the APFED Expert Meeting on the 3Rs in Asia in March 2006. "....While waste generation is still on the rise in many countries, some of them have succeeded in reversing the increase in waste generation and raising the recycling ratio by identifying the convergence of economic and environmental benefits. Wastes range widely from country to country and span the entire spectrum: containers and packages, electronic appliances, construction materials, food wastes, end-of-life vehicles, clinical wastes, and agricultural wastes....."

Networking International Recycling Zones in Asia

- Towards improvement of resource efficiency and solutions for environmental problems in developing countries -
The Asian region is experiencing a rapid expansion of the cross-border market for recyclable materials (recyclables) - a consequence of increased use of resources allied to the economic growth the region is experiencing. On the other hand, there are also negative impacts on the environment and human health, especially in developing countries, because of illegal dumping and inappropriate treatment of waste. The cross-border movement of recyclables presents an opportunity to develop a sound material-cycle society in the region. But how can an appropriate recyclables market be established?

The solution is the formation of a network of international recycling zones in countries within the region. The Network of International Recycling Zones will not only promote recycling industries in developed and developing countries, but will also minimise the illegal waste trade, with the goal of creating economically and environmentally appropriate markets in the region.
