| RISPO II is the second phase
of RISPO that seeks to develop policy options to
lead the Asia-Pacific region toward sustainable
development with financial support from the Ministry
of the Environment of Japan.
|
|
| RISPO II aims to provide strategic
policy options using the partnership framework of
the United Nations Environmental Programme-Network
for Institutions for Sustainable Development (UNEP-NISD).
Various research institutes in the East Asia are
involved in conducting the project. |

| RIPSO II aims to provide policy-makers
with strategic environmental policy options for
promoting sustainable development in the context
of East Asian regional economic integration. Specifically,
this research seeks strategic environmental policy
options to mitigate negative impacts and to enhance
positive impacts of economic integration through: |

avoiding pollution havens; |
|
improving resource and energy
efficiency; |
|
alleviating poverty; |
|
promoting environmental governance;
and |
|
minimising social and economic
costs of environmental protection. |

| Study Area |
|
| The geographical focus of the research is the
'ASEAN+3,' including the ten members of ASEAN (Brunei Darussalam,
Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines,
Singapore, Thailand and Viet Nam) and China, Japan, and the
Republic of Korea. Case studies will be conducted for China,
Indonesia, Japan, the Republic of Korea, Thailand and Viet Nam. |

| How to develop the strategic environmental
policy options? |
|
| This research employs a
scenario analysis approach to address the central research
question. It involves policy scenario building and assessment
of each policy scenario. A policy scenario is defined
as a combination of a background scenario and a policy
package for each country. A background scenario is represented
by a set of external drivers such as, for example, a state
of economic integration. A policy package is composed
of a set of environmental policies. |

Preparation of background
scenarios: Background scenarios
will be prepared based on the review of the existing environmental
and trade policies including Free Trade Agreements (FTAs)/
Economic Partnership Agreements (EPAs). |

Impact assessment of
economic integration:Environmental
impacts caused by economic integration without adequate
environmental policies will be assessed and priority issues/sectors
which require improved environmental policies will be
identified with the corresponding policy targets and performance
indicators. This impact assessment will employ both quantitative
methods with the Global Trade Analysis Project (GTAP)
model and qualitative methods such as causal chain analysis
(CCA). |

Preparation of environmental
policy packages:Environmental policy
packages will be designed so that policy targets can be
met by implementing a mix of policy instruments. |
|
Assessment of each environmental
policy package under different scenarios: each policy package under different background scenarios
will be assessed. Environmental, social and economic impacts
will be simulated using the GTAP model and other quantitative
models. Unquantifiable impacts will be covered by qualitative
assessment using a range of techniques to support the
assessment of policy packages. This integrated assessment
will indicate the performance of the policy package under
the plausible range of economic integration. Full consideration
of implementation issues will be addressed by institutional
assessment which will identify necessary institutions,
financial mechanisms and actions for effective implementation
of the policy packages. |
