Our Approach
Strategic Research for Practical Results

Focusing on the environment and development in the Asia-Pacific region, strategic and flexible research is carried out on various issues, with a multilateral cross-sectional approach involving issues, dicsipline and stakeholders.
 
Impact on Policy Formulation


Through involvement in international/regional policy initiatives and networking activities, IGES contributes to policy formulation through information dissemination and policy recommendations based on research outcomes. As well as participating in major international conferences such as the UN Climate Change Conference, IGES holds the International Forum for Sustainable Asia and the Pacific (ISAP) each year, sharing the latest research results internationally, and promoting discussions among stakeholders for new policy recommendations.
Institutional Governance at IGES
The IGES governance structure, in accordance with the Articles of Association, consists of two boards: the Board of Directors (BoD), roughly half of whose members are non-Japanese, and the Board of Trustees (BoT), which represents members of international organisations and national governments in the Asia Pacific region. The BoD makes every decision necessary for the implementation of business, and the BoT advises the BoD Chair in making decisions. As far as institutional management is concerned, the Chair of the Board of Directors and the President, who respectively represent IGES and take responsibility for implementing research, are elected from among the BoD members by mutual vote.

The primary research policies of IGES are outlined in the Integrative Strategic Research Programme (ISRP) prepared for each research phase by the President. The President initiates the preparation of the ISRP at least one year before the actual inauguration of the programme: discussions are held among staff members, comments and inputs from external experts are solicited, and then the draft ISRP is submitted to the boards for their deliberation and decision.

During the three years of each ISRPfs implementation, the programme is reviewed every fiscal year. Progress is continuously reported to the board meetings, and necessary modifications to the ISRP are made based on their comments and inputs.

After the completion of each term of the ISRP, peer reviews are conducted by experts in each research area, from within and outside Japan, so that necessary improvements can be made for the next term. The results of the peer reviews can be accessed on the IGES website.

Under the ISRP for the Fifth Phase (FY2010-2012), the following aspects of institutional management are specifically highlighted as being crucial to efforts to enhance institutional governance as explained above.

(1) Strengthening the management system
- Filling the position of President for the purpose of enhancing research management / governance
- Collectively priotitising research areas by integrating research themes

(2) Formulating the Integrative Strategic Research Programme of IGES for the Fifth Phase
- Implementing impact-oriented research

(3) Focusing on result-oriented research management
- Improving the existing performance review system by introducing a performance-based salary system
