The Eighteenth Conference of the Parties (COP18) to the UN Framework
Convention on Climate Change was held in Doha, Qatar from 26
November to 8 December 2012.
Through the side event and meetings during the conference, IGES presented its policy proposals and exchange ideas on the critical issues such as low-carbon development in Asia and market mechanisms in order to formulate the future global climate regime which will get involved with the Asian developing countries.

The side event discussed challenges and opportunities for Asia to pursue low-carbon development pathways. Discussion covered topics such as low emission development strategies (LEDS), nationally appropriate mitigation actions (NAMAs), measurement, reporting and verification (MRV), short-lived climate pollutants (SLCP) and emerging research and capacity building platforms such as Low Carbon Asia Research Network (LoCARNet). A presentation outlining the human resources challenges facing the implementation of low-carbon development, drawing on an MRV case study example from the region followed.
This side event was covered by IISD's "Earth Negotiations Bulletin (ENB)".

LCS-RNet Side Event
Achieving Low Carbon Societies - Common Challenges
The International Research Network for Low Carbon Societies (LCS-RNet) brings together researchers from both developing and developed countries to consider options related to decarbonisation and low carbon development pathways. Research results will be presented by leading researchers and discussed by a panel of policy and science experts.
*LCS-RNet is a researchers' network for achieving a low-carbon society. It was established in 2009 on the initiative of the G8 Environment Ministers Meeting. It aims to promote knowledge exchange and research cooperation amongst researchers/research institutes, and sharing updated scientific knowledge and information on the various policy tools required to realise low]carbon societies. The secretariat is located in IGES. |

IGES Working Paper CC-2012-06 Bridging Research and Policy on Short-Lived Climate Pollutants (SLCPs) in Asia
Zusman Eric, Miyatsuka Akiko, Romero Jane and Mohammad Arif / 22 November 2012
Asia could accrue significant air quality, public health, and climate co-benefits from mitigating short-lived climate pollutants (SLCPs) such as black carbon and tropospheric ozone (O3). Realizing these co-benefits will require bridging a research-policy divide. This policy brief outlines pragmatic steps to help narrow that divide in Asia. |

New Report Finds Strong, Long-term Policies Needed for Successful Renewable Energy Growth
Report compares solar and wind industry trends and policies in U.S., China, Germany, India and Japan
22 November 2012
The Institute for Global Environmental Strategies (IGES) collaborated with the U.S. World Resources Institute (WRI) on its newly released paper, which compares progress and underlying conditions for solar photovoltaic (PV) and on-shore wind development in five countries - the United States, China, Germany, India and Japan. The paper compares the policies and incentives, documents the state of play in each market, and determines what strategies seem to have been most successful to date. |
