image: Water in Asia
The 4th World Water Forum (WWF4) was held from 16 - 22 March 2006 in Mexico City, under the theme of "Local Actions for a Global Challenge." About 20,000 participants attended from 150 countries.

During the forum, 206 thematic sessions took place under five main themes: Water for Growth and Development; Implementing Integrated Water Resources Management (IWRM); Water Supply and Sanitation for All; Water Management for Food and the Environment; and Risk Management. gLocal Actionsh for water issues were also presented.

In the Ministerial Declaration which was adopted during the forum, ministers reiterated the critical importance of fresh water for all aspects of sustainable development. They also reaffirmed their commitments to making further efforts in achieving the internationally agreed-upon goals regarding: integrated water resources management (IWRM), access to safe drinking water and basic sanitation (agreed upon in Agenda 21), the Millennium Declaration, and the Johannesburg Plan of Implementation (JPOI).

At the forum, IGES co-organised two sessions in collaboration with other organisations, as well as introducing its own research activities at the IGES exhibit booth in the Japanese Pavilion of the World Water Expo.

Shared groundwater resources for sustainable development

The IGES Freshwater Resources Management Project co-hosted a session on the subject of "Shared groundwater resources for sustainable development." There, the project presented the outcomes of their research related to "Sustainable Water Management Policy" (SWMP). There were approximately 200 attendees and presentations were made regarding the importance of groundwater sources and other related issues, as well as the legal and socio-economic aspects of groundwater management. A discussion was then held regarding the content of the individual presentations.

On 20 March 2006, the IGES Freshwater Resources Management Project co-hosted a joint session on the "Water Partnership in Asia" (WEPA) entitled, gWater Accounting and Information Platforms.h The event attracted approximately 150 attendees.

About WWF
The World Water Forum (WWF) is an initiative of the World Water Council that has the aim of raising the awareness on water issues world-wide. The WWF3 was held in Kyoto, Shiga and Osaka, Japan in March 2003 and IGES co-organised the session "Water Quality Monitoring and Modelling - the Present Situation and Partnership in the Future -" with the MoEJ, Japan Association of Water Environment and the UNU.

IGES Freshwater Resources Management Project
-The project goal is to make water resources management in Asia more sustainable-


The activities of the project consist of two components that are closely linked with each other: Sustainable Water Management Policy (SWMP); and Water Environment Partnership in Asia (WEPA)
SWMP - Sustainable Water Management Policy
The research on Sustainable Water Management Policy (SWMP) proposes policy options for sustainable water management based on empirical studies conducted in selected Asian cities.
SCOPE OF THE RESEARCH
The first phase of the research focussed on groundwater management targeting problems such as excessive abstraction, land subsidence and pollution.
Case study cities include: Tianjin (China); Bandung (Indonesia); Colombo and Kandy (Sri Lanka); Bangkok (Thailand); Ho Chi Minh City (Viet Nam); and Osaka (Japan).
The second phase of the study extends the scope to alternative water resources including surface water and will develop policy options for integrated water management.

WEPA - Water Environment Partnership in Asia
A programme to develop a knowledge platform - WEPA database - for supporting policy development and implementation
WEPA aims to promote good governance in water environment management by providing necessary, relevant information and knowledge, through a series of databases.

Information platform for sharing knowledge and information on water governance in the Asian monsoon regions. http://www.wepa-db.net

WEPA database consists of four databases: Policies; Technologies; NGOs and CBOs; and Information sources to provide substantial background information that helps policy development and implementation.
