CSD13 and water in Asia
The 13th Session of the Commission on Sustainable Development (CSD13) was held at UN headquarters in New York, and focused on the policies and options for water, sanitation and human settlement. The outcome of the session was the compilation of concrete actions for the achievement of the Millennium Development Goals and other targets. IGES presented the Water Environment Partnership in Asia (WEPA) programme to explain the outline of the program and the status of the WEPA database development at the side event for "The Portfolio of Water Actions" on April 19th, which was organised by the Japanese Government.

WEPA Database presented at CSD13
During the CSD session, the Japanese government held the side event "Challenge of PWA" at UN headquarters on 19 April with approximately 90 participants. From the IGES Freshwater Resources Management Project, Mr. Yoshiaki Asano, Principal Research Fellow, made a presentation on the outlines and current situation of the Water Environment Partnership in Asia (WEPA) as its co-organiser. As an actual example of Portfolio of Water Actions (PWA), WEPA has been conducted since last year by an initiative of the Ministry of the Environment of Japan.
This side event was aimed at promoting PWA for the 4th World Water Forum scheduled to be held in Mexico in March 2006. In succession to the message from Mexico and the presentation of the Ministry of Land Infrastructure and Transport of Japan on the current progress and future possibility of PWA, various kinds of topics such as the challenges of the Ministry of Agriculture, Forestry and Fisheries of Japan, the EU Water Initiative and actions for Small Island Developing States were discussed. On this occasion, a newly made brochure on WEPA (2.7MB) was distributed.
WEPA: Water Environment Partnership in Asia
WEPA, as a program in the "Portfolio of Water Actions (PWA)", aims to strengthen governance and capacity building in water environmental management in Asia by providing an information platform on water environment conservation. The Ministry of the Environment of Japan, which proposed WEPA on the occasion of the 3rd World Water Forum in 2003, is taking a leading role in its implementation. IGES has also contributed to WEPA as its secretariat, with close collaboration with ten partner countries in the region.

WEPA database
As a common information platform on water environment conservation, the WEPA database is now being developed. The prototype of the database will be open to the public by the 4th World Water Forum in March 2006, and its development completed by March 2009.

Towards WWF4: IGES Freshwater Resources Management Project
The IGES Freshwater Resources Management Project carries out strategic studies with a view to proposing better policy options for the sustainable management of water resources in the Asia - Pacific region, in close collaboration with relevant organisations. The project consists of two main components: 1) Research on Sustainable Water Management Policy (SWMP) and 2) Water Environment Partnership in Asia (WEPA).

Research results of the Freshwater Resources Management Project will be actively disseminated in regional and international arenas, including the 4th World Water Forum to be held in Mexico in March 2006 .
Research on Sustainable Water Management Policy (SWMP)
SWMP conducts research through case studies to come up with policy options for sustainable water resource management, targeting the Asia-Pacific region. The current research focus is on groundwater in urban and peri-urban areas, and will be expanded to include alternative water resources such as surface water during this year.
