Featuring top news reports from twenty countries in the Asia-Pacific region
"Top News" is a compilation of important environmental news topics selected by environmental experts from the Asia-Pacific region as well as by international organisations and research institutes from twenty countries*1 in the region. This 2009 edition focuses on three topics of gGlobal Warmingh, gBiodiversityh and gSustainable Consumption and Production,h which are most critical environment issues in Asia.

IGES Activities during UNFCCC COP15/CMP5
At several side events and meetings at the UNFCCC COP15/CMP5 (7-18 December 2009, Copenhagen, Denmark), the Institute for Global Environmental Strategies (IGES) provided policy recommendations and exchanged views on issues such as low-carbon development, the Clean Development Mechanism (CDM), climate change adaptation, and Reducing Emissions from Deforestation and Forest Degradation (REDD). IGES presentations drew upon original research and were intended to support the formation of a future climate change regime that reflects the concerns and development aspirations of stakeholders in Asia.

On 10 December 2009, the Institute for Global Environmental Strategies (IGES - Hayama, Kanagawa; Chair - Prof. Hironori Hamanaka) organised an official side event at the UNFCCC COP15/CMP5 (7-18 December 2009, Copenhagen, Denmark), entitled "Low-Carbon Asia: Visions and Actions," in collaboration with National Institute for Environmental Studies (NIES) and Japan Center for Climate Change Actions (JCCCA).

ICIMOD and IGES Agree a Strategic Partnership
for Climate Change Research in the Himalayan Region
On 1 October 2009, the Institute for Global Environmental Strategies (IGES) in Kanagawa, Japan, and the International Centre for Integrated Mountain Development (ICIMOD), in Kathmandu, Nepal, signed a Memorandum of Understanding (MOU) for establishing a strategic partnership to foster collaboration in research on climate change, water, and forestry issues in the Hindu Kush-Himalayan region.

Sino-Japan Friendship Centre for Environmental Protection and IGES agree to cooperate on the Clean Development Mechanism (CDM)
On 25 June, Sino-Japan Friendship Centre for Environmental Protection, located in Beijing, China, and the Institute for Global Environmental Strategies, located in Kanagawa, Japan, signed aMemorandum of the Understanding (MOU) for cooperative activities on the CDM.

2008 Top News on the Environment in Asia: Featuring top news reports from 21 countries in the Asia-Pacific region
IGES is pleased to announce this provisional version of the "Top News", a compilation of important environmental news topics selected by experts from the Asia-Pacific region. The 2008 edition brings 114 articles from three international organisations and 21 countries.This year, a number of news reports were contributed regarding global warming as the most urgent issue facing the world today. Also various efforts into waste management and environmental conservation were reported, reflecting the growing interests in the region.

IGES Side Events at UNFCCC COP14, Poznan Poland
IGES feels strongly that these negotiations stand at a critical juncture in the process leading to an agreement on the post-2012 climate regime next year in Copenhagen. We, therefore, organised several side events at the 14th Conference of Parties to the UNFCCC (COP14). I am pleased to report that the six side events that we held were successful, thanks to the participation and support of several speakers including senior climate negotiators, such as Ambassador for Climate Change Adrian Macey of New Zealand and Ambassador Rae Kwon Chung of Republic of Korea. The side events covered a wide range of issues that are directly relevant to the current climate negotiations.

IGES Consultations on the Post-2012 Climate Regime Forum in Kyoto on the theme
"Towards the Copenhagen Agreement - Challenges and Perspectives"
On 9 and 10 October 2008, the Institute for Global Environmental Strategies (IGES) organised a policy forum on Asia's Post-2012 Climate Regime, with the theme "Towards the Copenhagen Agreement - Challenges and Perspectives". The event was held in Kyoto, in collaboration with the National Institute for Environmental Studies (NIES) and the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP). Approximately 80 participants attended the forum including policymakers, businesses and intellectuals from ten Asian countries (India, Indonesia, Bangladesh, Republic of Korea, Singapore, Thailand, China, Japan, the Philippines and Viet Nam), as well as representatives from five developed countries (Australia, Canada, Denmark, New Zealand and USA) and from international organisations such as the Organisation for Economic Co-operation and Development.

TERI/NEDO/JBIC/IGES Symposium on Business Change towards a Low Carbon Economy
Urgent Message from India to Japanese Industries
On 21 November 2008, in Yokohama, Japan, the Institute for Global Environmental Strategies (IGES) will co-organise a symposium entitled gPartnership between Japan and India Towards a Low Carbon Economy - Business Opportunities in India: Energy Efficiency and Renewable Energy -h, in collaboration with the Energy Resources Institute (TERI), New Energy and Industrial Technology Development Organization (NEDO), and Japan Bank for International Cooperation (JBIC). The speakers from India include Mr Jairam Ramesh, Minister of State for Power and Dr. Rajendra Pachauri, IPCC Chair (President of TERI). The symposium aims to inform the audience of the latest policies and market trends in India such as the National Action Plan on Climate Change which was launched this June, as well as to introduce notable business strategies of Japanese and Indian businesses in the two fields.

IGES Consultations on the Post-2012 Climate Regime - Round 4
Policy Forum on Integrating Asia's Energy Security Concerns into the Post-2012 Climate Regime
On 7 and 8 August 2008, the Institute for Global Environmental Strategies (IGES), Japan held a policy forum on the climate regime beyond 2012 in Bangkok, Thailand, in collaboration with the Asian Institute of Technology (AIT), Thailand and Keimyung University (KU) of Republic of Korea. Approximately 70 participants including policymakers, academics, and representatives from NGOs and businesses from seven Asian developing countries (China, India, Indonesia, the Philippines, Republic of Korea, Singapore, and Thailand), eight developed countries (Australia, Canada, Germany, Japan, Sweden, the Netherlands, UK and USA) and two international organisations (UNDP and UNESCAP) attended the forum and actively contributed to discussions.

Publication of the Second IGES White Paper: Showing the way for new development towards the realisation of a low-carbon society
The Institute for Global Environmental Strategies (IGES) is pleased to announce the publication of its second white paper Climate Change Policies in the Asia-Pacific: Re-uniting Climate Change and Sustainable Development. This White Paper is a summary of current climate change policies in the Asia-Pacific region and new recommendations, based on strategic research carried out at IGES so far.

UNFCCC Secretariat and IGES Agree Upon a Cooperative Undertaking to Exchange CDM Data and Information
On 7 April, the secretariat of the United Nations Framework Convention on Climate Change (UNFCCC Secretariat), located in Bonn, Germany, and the Institute for Global Environmental Strategies (IGES), located in Kanagawa, Japan, signed the Memorandum of Understanding for a cooperative undertaking to exchange CDM data and information. By exchanging data from the CDM databases and resulting analytical information, it is hoped that web-based statistics on UNFCCC CDM can be enhanced and supplemented. This will also ensure the consistency of the data and information from the two organisations made available to the public.

IGES 10th Anniversary Symposium "Strategy to Combat Climate Change in Asia and the Pacific"
In celebration of the 10th Anniversary of the Institute for Global Environmental Strategies (IGES), IGES will hold a symposium in Yokohama on 21 June 2008, entitled "Strategy to Combat Climate Change in Asia and the Pacific". Coming just before the G8 Hokkaido Toyako Summit in July, IGES hopes to deepen the debate on climate change action from an Asia Pacific viewpoint, and then disseminate the results across a wide spectrum.

The US-Japan Workshop on "The Co-benefits of Climate Actions in Asia"
On April 22, IGES, the Japanese Ministry of the Environment (MoEJ) and the US Environmental Protection Agency (US EPA) conducted a workshop in Bangkok, Thailand entitled "The Co-benefits of Climate Actions in Asia." The workshop examined the opportunities for and the obstacles to enhancing the policy impacts of co-benefits in Asia. Prominent speakers from Japan and the U.S. - representing governments, academia, non-governmental organisations and leading research institutions - along with participants from China, India, Indonesia, Viet Nam, the Philippines, and Thailand exchanged the latest information on the policies and measures to achieve developmental goals as well as reductions in emissions of global greenhouse gases.

This year, a number of news have been contributed concerning the global warming as the most urgent issue facing the world today.

A Multi-Stakeholder Consultation Meeting on Climate Regime Beyond 2012 in Beijing
On September 13-14 2007, the Institute for Global Environmental Strategies (IGES), Japan held a multi-stakeholder consultation on climate regime beyond 2012 in Beijing, China, in collaboration with Energy Research Institute (ERI) of China and Keimyung University (KU) of Republic of Korea. Approximately 70 participants including policy makers, academics, and representatives from NGOs and businesses from China, and other selected Asian developing countries (Republic of Korea, India, and Indonesia) and experts from international organizations (e.g., IEA) and developed countries (e.g., Canada, Finland, USA, UK) attended the consultation and actively contributed to discussions.

A Multi-Stakeholder Consultation Meeting on Climate Regime Beyond 2012 in New Delhi
On 29 - 30 August 2007, the Institute for Global Environmental Strategies (IGES), Hayama, Japan held a multi-stakeholder consultation meeting on climate regime beyond 2012 in New Delhi, India, in cooperation with the Energy and Resources Institute (TERI). Some 70 representatives attended the consultation and actively contributed to discussions. Participants included policy makers from India and other Asian developing countries, industry representatives, academic experts, NGO representatives, and development assistance experts from international organisations and major developed countries.

4th Meeting of the Kitakyushu Initiative Network: Representatives from 19 cities in 8 Asia-Pacific countries discussed improving the environment
The 4th meeting of the Kitakyushu Initiative Network (KIN4) was held in Kitakyushu City on 25-26 June 2007. Around 100 representatives including mayors from 19 cities in 8 Asia-Pacific countries attended KIN4. The meeting was organised by United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), Ministry of Foreign Affairs, Ministry of the Environment, Kitakyushu City, and the Institute for Global Environmental Strategies (IGES).

New Appointment to the Chair of the Board of Directors of IGES
IGES is pleased to announce that Prof. Hironori Hamanaka became the new Chair of the Board of Directors of IGES on 1 April 2007. His appointment was approved at the IGES board meeting on 28 February, 2007. He succeeds Prof. Akio Morishima who leaves after 9 years at the top and who will continue to contribute to IGES research activities as a Special Research Advisor.

Japan - U.S. Cooperation: To Achieve Greenhouse Gas Emissions Reduction and its Ancillary Benefits
On March 5 and 6, IGES, Japanese Ministry of the Environment and the US Environmental Protection Agency (EPA) conducted a joint workshop in Washington, D.C. entitled "U.S.-Japan Workshop on Climate Actions and Developmental Co-benefits." The workshop promoted action on climate change and its ancillary benefits such as public health, energy security and economic growth in selected sectors including energy, transportation, waste management and agriculture.

Japanese-German Workshop on Economic Instruments for Climate Protection
IGES will hold the "Japanese-German Workshop on Economic Instruments for Climate Protection" on 31 January and 1 February 2007 in Berlin, Germany, in cooperation with the Wuppertal Institute for Climate, Environment and Energy (WI). IGES will hold an international symposium entitled "Towards a Sustainable Asia - Today's Decisions for Tomorrow's Generations" on 1 July 2006 in Yokohama, inviting a variety of specialists and experts in the field of environmental studies. At this symposium IGES will introduce the Japanese version of the IGES white paper entitled, "Sustainable Asia 2005 and Beyond - In the pursuit of innovative policies" based on a comprehensive survey of Asia's environmental strategic research activities.

UNDP-RCB and IGES Suggest Enhancing the Utilisation of the CDM for Poverty Reduction in the Asia-Pacific Region

On 30 - 31 March, IGES and the United Nations Development Programme's Regional Centre in Bangkok (UNDP-RCB) conducted a joint workshop in Bangkok entitled gDeveloping a Regional Strategy for the Clean Development Mechanism in the Asia-Pacific region.h About forty participants including senior government officials from twenty-one countries in the Asia-Pacific region gathered to examine ways of ensuring CDM and other greenhouse gas reduction efforts benefit the poor in the region.

On 29 March, IGES and the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) organised a meeting in Bangkok entitled "Asia-Pacific Dialogue on Innovative Options for Non-Annex 1 Countries' Participation for Climate Change Action." IGES launches Policy Brief #3 "Combatting Forest Degradation - Certification as a driving force for amelioration"
This policy brief introduces four measures to improve the accessibility of forest certification to small forest enterprises referred to in IGES case studies done in Papua New Guinea: 1) Reducing the auditing costs of certification; 2) Engaging governments, especially their forestry departments in promoting certification; 3) Introducing stepwise approaches for small forest enterprises; and 4) Developing national services to support certification.

UNDP and IGES Agree Upon a Strategic Partnership for Sustainable Development in the Asia-Pacific Region

On 20 January, the United Nations Development Program (UNDP) and IGES agreed upon the establishment of a strategic partnership to foster collaboration with the aim of realising sustainable development in the Asia-Pacific region. Ms. Elizabeth Fong, Regional Manager of the UNDP Regional Centre in Bangkok, and Prof. Akio Morishima, Chair of the Board of Directors for IGES, signed the letter of understanding.

'APFED Awards for Good Practices'
APFED launched its new international environment award

The Asia-Pacific Forum for Environment and Development (APFED) Phase II (Chairman: Yoriko Kawaguchi, former Minister of the Environment / former Minister of Foreign Affairs, Japan) has launched its new international environment award, 'the APFED Awards for Good Practices,' which will be given to organisations that have made outstanding achievements in the promotion of socially-equitable and sustainable development in the Asia-Pacific region.

IGES launched its "CDM Country Guide"
A series of manuals for CDM project development in each Asian country

IGES published the "CDM Country Guide," a series of manuals for CDM project development for each Asian country including, Cambodia, China, India, Indonesia and the Philippines. The Guide was compiled under the Integrated Capacity Strengthening for the CDM/JI (ICS-CDM/JI) Programme initiated by the Ministry of the Environment, Japan. The version for Thailand will be available in early 2006.

IGES launched its "Asian Perspectives on Climate Regime Beyond 2012: Concerns, interests and priorities"
at the IGES side event of UNFCCC COP11 and COP/MOP1

In 2005, IGES organised consultations on the national and regional basis in six Asian nations to establish their concerns, interest and priorities for the climate regime beyond 2012. The participating countries included: China, India, Indonesia, Japan, the Republic of Korea and Viet Nam. The results of these consultations are summarised in this new publication, which was presented on 2 December at the IGES side event of COP11 and COP/MOP1. This side event attracted the international media and was a great success with nearly 150 participants in attendance.

IGES launches Policy Briefs #2 "Information Access as a Vehicle for Sustainable Development in Asia"

IGES has launched Policy Brief #2, entitled "Information Access as a Vehicle for Sustainable Development in Asia - Establishing regional agreement in Asia". The status of Asian disclosure of environmental information is lagging behind, especially in the developing countries. This issue proposes the steps for promoting information access, such as the establishment of an agreement at the regional level, the development of a basic model of legislation on access to environmental information in the region and the promotion of multi-stakeholder dialogue regionally and internationally.

IGES has published the hottest journal on the Kyoto Protocol Reaching out to policy-makers in the world just before COP10

IGES is pleased to announce its new publication, a special-featured issue of IRES on the Kyoto Protocol: its development, implications and the future. After 7 years of negotiations, the Kyoto Protocol will finally come into effect in February 2005 with Russia's ratification. This IRES issue is a new and interesting journal on Kyoto issues, containing the latest analyses and future forecasts by experts from all over the world.

Yale-IGES International Workshop on Urbanization and Environmental Change
IGES and Yale University School of Forestry & Environmental Studies (FES) are co-organizing an international workshop on urban environment, April 22-24, New Haven, USA. About 25 top scholars and researchers in this field are invited to participate. The workshop aims to explore both physical and social aspects of environmental change brought about by urbanization, and discuss barriers and leverages for a more sustainable urban future. Topics will cover various aspects of urban environment, with examples from cities all over the world. An edited volume will be published after the workshop.

The workshop is the first collaborative work between IGES and Yale FES. It was shaped when Yale FES invited Dr. Xuemei Bai, a senior research fellow at IGES to teach at the school for two years as a visiting professor in urban ecology. The workshop is sponsored by IGES, Yale FES, Yale Center for Industrial Ecology, and Hixon Center for urban ecology; and is endorsed by IHDP. For further details, please contact Dr. Xuemei Bai.

IGES Urban Environmental Management Project moves its base to Kitakyushu
The IGES Urban Environmental Management Project, based at IGES headquarters in Hayama, Kanagawa since 1998, has relocated to the IGES Kitakyushu Office in Kitakyushu, Fukuoka.
The IGES Kitakyushu Office, established in October 1999, now home to the IGES Urban Environmental Management Project is a local activity base carrying out assessments and analyses of environmental policies of local governments in Asia and the Pacific, including the City of Kitakyushu. In addition to its pursuance of policy relevant research on urban environmental management in the Asia-Pacific Region as part of the ongoing studies under the Urban Environmental Management Project, the IGES Kitakyushu Office also provides secretariat and professional support for the implementation of the "Kitakyushu Initiative for a Clean Environment", adopted at the 4th Ministerial Conference on Environment and Development in Asia and the Pacific in 2000.

The Eleventh Environment Congress for Asia and the Pacific (ECO ASIA 2003)
The Eleventh Environment Congress for Asia and the Pacific (ECO ASIA 2003) was held in Shonan Village, Hayama, Kanagawa Prefecture, Japan on 7 June 2003, hosted by the Ministry of the Environment of Japan. IGES co-organised this congress with Kanagawa Prefecture,Yokosuka City and Hayama Town and took a major part of both logistic and substance works.

Thai Senators' visit to IGES
On July 15, 2003, a party of members of the Standing Committee on Environment, The Senate, Kingdom of Thailand including Senator Panat Tasneeyanond visited IGES and a facility tour and the presentations made by Climate Policy Project and Urban Environmental Management Project were held.

Press Release: Establishment of IGES Project Office in Bangkok and its Inaugural Symposium
As one of the regional activities, IGES conducts a research project, i.e. APEIS/RISPO and contributes to the GEF-Project on the National Environmental Performance Assessment and Sub-regional Strategic Environment Framework in the Greater Mekong Sub-region that is led by Asian Development Bank (ADB) and United Nations Environment Programme (UNEP).

The IGES Project Office in Bangkok is established in April 2003 at the Asian Institute of Technology (AIT) as a project office to strongly promote these activities.

To commemorate the establishment of its Project Office in Bangkok, IGES organised an inaugural symposium, entitled; "Environmental Challenges, Opportunities and Regional Cooperation in South East Asia" at AIT Conference Center Auditorium of the Asian Institute of Technology (AIT), Thailand on 30 May 2003.
