| Every two years the Institute for Global Environmental Strategies (IGES) publishes a White Paper on economic, social and environmental policy issues in the Asia Pacific region. On 25 July 2012, IGES will launch the fourth IGES White Paper "Greening Governance in Asia-Pacific" in Yokohama at the 4th International Forum for Sustainable Asia and the Pacific (ISAP2012).

Balancing the Energy and Climate Goals of Japan
- 80% Reduction of CO2 by 2050 is Possible with Reduced Nuclear Energy - |
| Following the Fukushima nuclear disaster, Japan is going through a full revision of its energy and environment policy. However, most of the public debates focus on short-term energy supply and cost issues and not on the long-term implications taking into account Japanfs long-term commitment to climate change mitigation.
This research investigated the long-term economic implications of a gradual phase-out of nuclear power by 2050 on Japanfs energy system and on achieving long-term CO2 emissions reduction (-80% by 2050 compared to 1990 level). The research aims to highlight possible trajectories for the energy and environment policy of the country in the coming decades. |

IGES made the transition to a public-interest incorporated foundation on 1 April 2012 |
| The Institute for Global Environmental Strategies (IGES), in accordance with the three laws related to public interest incorporated foundations which came into force on 1 December 2008, has continued with the process to make the transition to a public interest incorporated foundation, based on Article 34 of the Civil Code. We can inform you that we received a recommendation from the Cabinet Office Committee for public interest corporation authorisation as well as authorisation from the Prime Minister, and we are therefore very pleased to announce that IGES made the transition to a public interest incorporated foundation on 1 April 2012. |

| On 6 January 2012, IGES and the Energy Research Institute of the National Development and Reform Commission of China (ERI) of the National Development and Reform Commission (NDRC) co-hosted a policy dialogue on low-carbon development in China and Japan, in collaboration with the Ministry of the Environment, Japan (MOEJ). The main purpose of the meeting was for policymakers and researchers to exchange views on both domestic and international climate policies and discuss possibilities for further climate research collaboration between China and Japan, following the 17th Conference of the Parties (COP 17) to the United Nations Framework Convention on Climate Change (UNFCCC) in Durban, South Africa. |

The event highlighted recent research findings on domestic policies and activities aimed at developing the carbon market in China and Japan, and looked at areas for future cooperation leading towards a low-carbon Asia. |

Asia-Pacific: Beyond Efficiency - Curbing the Trends in Resource Consumption
New Report Makes Compelling Case for Transition to Green Economy (1970-2005) |
| The report "Resource Efficiency: Economics and Outlook for Asia and the Pacific (REEO)" is the result of a unique collaboration between four leading regional institutes. The main author is the Australian research organisation CSIRO (Commonwealth Scientific and Industrial Research Organisation) and the contributors include the Institute for Global Environmental Strategies (IGES) in Japan, the Chinese Academy of Sciences (CAS) and The Energy Resources Institute (TERI) in India. The REEO project was initiated by UNEP and the report was launched on 20 September 2011 at the World Resources Forum in Davos, Switzerland. IGES is announcing key messages based on the REEO report, which establishes for the first time this kind of data and analysis in the Asia Pacific Region. |

| On 26 July 2011, IGES and Yokohama City University (YCU) will sign a Memorandum of Understanding (MOU) to extend collaboration in addressing the important sustainability agenda of Asia and the Pacific, in such a way as to create synergies and complementarities between the two organisations. The collaborative activities under the MOU will include joint research activities and publications as well as joint organisation of and participation in seminars and symposiums. Further details of any collaborative activities will be described in the individual agreement to be developed by the two organisations in future. |

Regarding the Establishment of an Asian Co-benefits Partnership |
| A co-benefits approach involves designing policies and projects that address development priorities while simultaneously incorporating climate change concerns. In recent years, a growing number of international organisations have promoted a co-benefits approach, while some countries in Asia have initiated co-benefits projects. However, the lack of a mechanism to share information and facilitate dialogue on these issues has limited the integration of co-benefits into sectoral planning and development policies in Asia. On 9 November 2010, approximately 100 participants in the Better Air Quality 2010 conference in Singapore helped launch an gAsian Co-benefits Partnershiph with the support of the Japanese Ministry of the Environment (MOEJ). The Partnership will serve as an informal and interactive platform to improve knowledge management and stakeholder cooperation on co-benefits in Asia. The Institute for Global Environmental Strategies (IGES) will serve as the secretariat for the Partnership. |

Asian Environmental Agencies to Expand Enforcement of Environmental Laws |
| KYOTO, JAPAN (Nov. 10, 2010) - Environmental agency leaders from 16 Asian nations, Australia, Jordan and the United States gathered today to strengthen enforcement of environmental laws at a meeting organised by USAID-supported Asian Environmental Compliance and Enforcement Network (AECEN) and IGES. Meeting through Friday, agency decision-makers and practitioners will develop an action plan for countries to join hands to overcome a complex array of environmental challenges, including water resource management, climate change and air pollution, by improving law enforcement.

Research Partnership for the Application of Low Carbon Technology for Sustainable Development |
| On 17 May 2010, the IGES Kansai Research Centre officially launched an international joint research project with The Energy and Resources Institute (TERI) and Kyoto University. | IGES feels strongly that these negotiations stand at a critical juncture in the process leading to an agreement on the post-2012 climate regime next year in Copenhagen. We, therefore, organised several side events at the 14th Conference of Parties to the UNFCCC (COP14). I am pleased to report that the six side events that we held were successful, thanks to the participation and support of several speakers including senior climate negotiators, such as Ambassador for Climate Change Adrian Macey of New Zealand and Ambassador Rae Kwon Chung of Republic of Korea. Approximately 70 participants including policymakers, academics, and representatives from NGOs and businesses from seven Asian developing countries (China, India, Indonesia, the Philippines, Republic of Korea, Singapore, and Thailand), eight developed countries (Australia, Canada, Germany, Japan, Sweden, the Netherlands, UK and USA) and two international organisations (UNDP and UNESCAP) attended the forum and actively contributed to discussions. |

UNFCCC Secretariat and IGES Agree Upon a Cooperative Undertaking to Exchange CDM Data and Information |
| On 7 April, the secretariat of the United Nations Framework Convention on Climate Change (UNFCCC Secretariat), located in Bonn, Germany, and the Institute for Global Environmental Strategies (IGES), located in Kanagawa, Japan, signed the Memorandum of Understanding for a cooperative undertaking to exchange CDM data and information.
By exchanging data from the CDM databases and resulting analytical information, it is hoped that web-based statistics on UNFCCC CDM can be enhanced and supplemented. This will also ensure the consistency of the data and information from the two organisations made available to the public. |

| On July 19 - 20, 2006, IGES held a multi-stakeholder consultation meeting on climate regime beyond 2012 for South East Asia in Bangkok, Thailand, in cooperation with the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP). Some 70 representatives from Southeast Asia attended, including policy-makers, industry representatives, academic experts, and NGO representatives from Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Vietnam, and Japan. |

IGES published the "CDM Country Guide,"
a series of manuals for CDM project development for
each Asian country including, Cambodia, China, India,
Indonesia and the Philippines. The Guide was compiled
under the Integrated Capacity Strengthening for the
CDM/JI (ICS-CDM/JI) Programme initiated by the Ministry
of the Environment, Japan. The version for Thailand

In 2005, IGES organised consultations
on the national and regional basis in six Asian nations
to establish their concerns, interest and priorities
for the climate regime beyond 2012. The participating
countries included: China, India, Indonesia, Japan,
the Republic of Korea and Viet Nam. The results of these
consultations are summarised in this new publication,
which was presented on 2 December at the IGES side event
of COP11 and COP/MOP1. This side event attracted the
international media and was a great success with nearly
150 participants in attendance. |

Workshop on Urbanization and Environmental Change |
IGES and Yale
University School of Forestry & Environmental Studies
(FES) are co-organizing an international workshop
on urban environment, April 22-24, New Haven, USA. About
25 top scholars and researchers in this field are invited
to participate. The workshop aims to explore both physical
and social aspects of environmental change brought about
by urbanization, and discuss barriers and leverages for
a more sustainable urban future. Topics will cover various
aspects of urban environment, with examples from cities
all over the world. An edited volume will be published
after the workshop.
The workshop is the first collaborative work between IGES
and Yale FES. It was shaped when Yale FES invited Dr.
Xuemei Bai, a senior research fellow at IGES to teach
at the school for two years as a visiting professor in
urban ecology. The workshop is sponsored by IGES, Yale
FES, Yale
Center for Industrial Ecology, and Hixon
Center for urban ecology; and is endorsed by IHDP.

| IGES Urban Environmental
Management Project moves its base to Kitakyushu |
The
IGES Urban Environmental Management Project, based
at IGES headquarters in Hayama, Kanagawa since 1998, has
relocated to the IGES Kitakyushu Office in Kitakyushu,
Fukuoka.
The IGES Kitakyushu Office, established in October 1999,
now home to the IGES Urban Environmental Management Project
is a local activity base carrying out assessments and
analyses of environmental policies of local governments
in Asia and the Pacific, including the City of Kitakyushu.
In addition to its pursuance of policy relevant research
on urban environmental management in the Asia-Pacific
Region as part of the ongoing studies under the Urban
Environmental Management Project, the IGES Kitakyushu
Office also provides secretariat and professional support
for the implementation of the "Kitakyushu
Initiative for a Clean Environment", adopted
at the 4th Ministerial Conference on Environment and Development
in Asia and the Pacific in 2000.

| The Eleventh Environment Congress for
Asia and the Pacific (ECO ASIA 2003) was held in Shonan
Village, Hayama, Kanagawa Prefecture, Japan on 7 June
2003, hosted by the Ministry of the Environment of Japan.
IGES co-organised this congress with Kanagawa Prefecture,Yokosuka
City and Hayama Town and took a major part of both logistic
and substance works. |

| Press Release: Establishment
of IGES Project Office in Bangkok and its Inaugural Symposium |
As one of the regional activities, IGES
conducts a research project, i.e. APEIS/RISPO and contributes
to the GEF-Project on the National Environmental Performance
Assessment and Sub-regional Strategic Environment Framework
in the Greater Mekong Sub-region that is led by Asian
Development Bank (ADB) and United Nations Environment
Programme (UNEP).
The IGES Project Office in Bangkok is established in April
2003 at the Asian Institute of Technology (AIT) as a project
office to strongly promote these activities.
To commemorate the establishment of its Project Office
in Bangkok, IGES organised an inaugural symposium, entitled;
"Environmental Challenges, Opportunities and Regional
Cooperation in South East Asia" at AIT Conference Center
Auditorium of the Asian Institute of Technology (AIT),
Thailand on 30 May 2003. |
