Resource management and 3R: Towards Sustainable Asia

A public open seminar on "Resource Management and 3R: Towards Sustainable Asia" was held in March 11 2009. The organisers of the event were Ministry of the Environment of Japan, United Nations Environmental Programme (UNEP) and Asia Pacific Forum for Environment and Development (APFED) *1. Overall purpose of this open seminar was to promote common understanding on 3R as well as sustainable resource management.

Background of the Seminar
In G8 Environmental Ministers Meeting in Kobe held in May 2008, Kobe 3R Action Plan was agreed and Japan's New Action Plan towards a Global Zero Waste Society was released by Japanese government. The Japan's New Action Plan towards a Global Zero Waste Society includes the supports for "the integrated promotion of environmentally sound waste management and the 3Rs based on country-specific needs" and "Disseminating the progress and achievements of the work by the United Nations Environmental Programme (UNEP) International Panel on Sustainable Resource Management *2 to Asian countries."

The public open seminar is a back to back event with Asia 3R High-level Seminar on 9 March and Asia Regional Seminar for Sustainable Resource Management on 10 March 2009. These seminars are aiming to increase common understanding on sustainable resource management and challenges on making national 3R strategies in Asia towards organising the first Regional 3R Forum in Asia *3 will be held in this summer.

The public open seminar will share information on topics addressed by UNEP Resource Panel, 3R promotion activities of governments, international organisations and the activities of on 3Rs.

As our economies have grown, ensuring sustainable resource management is becoming an important international environmental issue. The Panel was officially launched in November 2007. The overall objective of the Resource Panel is therefore to provide independent scientific assessment of the environmental impacts due to the use of resources over the full life cycle, and advise governments and organisations on ways to reduce these impacts. About 20 famous scientists participate in the panel, being expected to provide the scientific impetus for the issue.

*3: Regional 3R Forum in Asia
Considering the progress of making 3R National Strategies in some Asian countries, 3R Regional Forum in Asia will be established by governments, donor agencies and private sectors, with the support of Japanese Government, to promote policy development and projects on 3Rs.
