Side event Report: Low-Carbon Asia
The fifth meeting of the Parties to the Kyoto Protocol (CMP5), in conjunction with the fifteenth session of the Conference of the Parties to the Climate Change Convention (COP 15) was held in Copenhagen from 7 to 18 December 2009.

Through the side events and meetings during the conference, IGES presented its policy proposals and exchanged ideas on the critical issues such as low-carbon development in Asia, CDM, adaptation and REDD, in order to formulate the future global climate regime which will get involved with the Asian developing countries.

Low-Carbon Asia: Visions and Actions

This session presented visions for sustainable low-carbon development in Asia, and discusses how domestic actions and international institutions including market-based mechanisms and research networks can help realise this goal.
IGES provided the following presentations:

The current status of the CDM in Asia and the prediction about the supply of credits after 2012 derived from IGES's own database
-
Key messages from recently completed stakeholder consultations on the architecture of the future climate regime held by IGES in Beijing, China and New Delhi, India.
- A report on the International Research Network for Low Carbon Societies (LCS-RNet)

Institutional Set-up of REDD and the Involvement of the Private Sector


This event intended to address policy issues related to promoting the involvement of the private sector in a future REDD (Reducing Emissions from Deforestation and Forest Degradation) scheme and to present recommended measures and actions for facilitating development policy and institutional frameworks to foster effective REDD-related activities.

At the event, senior representatives and leading experts from the ENVforum network addressed priority policy issues related to private sector involvement in REDD. Mr. Andrej Kranjc, Head of the Climate Security Service of the Ministry of the Environment and Spatial Planning of Slovenia, highlighted the importance of a multi-faceted approach to the development and implementation of effective REDD schemes. Ms. Sol Iglesias, Director for Intellectual Exchange of the Asia-Europe Foundation, underscored the role played by the ENVforum in promoting multi-stakeholder policy dialogue on sustainability policy issues, and expressed her hope that discussions at this side event would foster ingenious and innovative actions for effective REDD implementation.

Representatives of the Government of Hungary, Asian Development Bank, Climate Focus of the Netherlands and WWF-Indonesia addressed critical issues regarding REDD policy processes. Mr. Masanori Kobayashi of IGES presented case studies of APFED (Asia-Pacific Forum for Environment and Development) salient to REDD discourse.

Major discussion points are as follows:
-
Need for clarification of technical issues for effective REDD-plus-plus mechanisms (carbon management not just in forestry, but also in other non-forest ecosystems), such as monitoring, reporting and verification of carbon accounting;
-
Importance of facilitating provision of funds;
- Need to develop incentives and market mechanisms;
- Establishment of a guideline as key to safeguarding an optimal balance of carbon, ecosystem and income benefits;
- Essentiality of support for pilot projects through schemes including the APFED Showcase Programme;
- Promotion of regional and global multi-stakeholder policy dialogue as vital, for instance through ASEF’s ENVforum.

LCS-RNet:
Research Community Shows Pathway towards Low-Carbon Society

The side event began with a review of the key findings from LCS-RNet's inaugural meeting which was held on 12-13 October 2009 in Bologna, Italy and organised by the Italian research institute Euro Mediterranean Center for Climate Change (CMCC). The key findings from the inaugural meeting focused on long and mid-term targets; economic aspects of low-carbon societies; the role of technology; public policy and lifestyle change; and cross-cutting issues. After reviewing key findings, researchers from member institutes of LCS-RNet in China, France, India and Japan presented LCS modelling studies and low carbon policies in their home countries.

The need for an international LCS research network was proposed by the government of Japan at the G8 Environmental Ministers Meeting in Kobe, Japan in 2008. Following an agreement between participating countries, the LCS-RNet was established in April 2009. The next meeting of LCS-RNet is scheduled for 21-22 September 2010 in Berlin, Germany

High-level Roundtable Meeting
"Meeting the Needs for Information and Knowledge for Climate Change Adaptation"

At this Roundtable, ministerial level participants of the COP15 reaffirmed the importance of promoting adaptation policy measures in Asia and the Pacific as well as the necessity of strengthening international cooperation toward implementing adaptation measures effectively. The representative of the government of Japan affirmed the policy to support adaptation measures proactively and announced that the Mr. Sakihito Ozawa, Environment Minister of Japan has assumed the co-chair of the Global Adaptation Network.

In addition, the representative of the IGES stated that it would intend to play a leading role in the Adaptation Network for Asia and the Pacific which was established in this October in collaboration with the United Nations Environment Programme - Regional Resource Center for Asia and the Pacific, with the support of the Government of Japan.

The meeting was attended by H.E. President Nasheed of Maldives, Hon. Batilda Salha Burian, Minister of Environment, Tanzania, Ms. Paula Lehtomäki, Minister of the Environment, Finland, Vice-Minister Mr. Kazuhiko Takemoto, Ministry of the Environment, Japan, Ms. Angela Cropper, Deputy Executive Director, UNEP, Mr. Michel Jarraud, Secretary General, WMO, as well as representatives from the World Bank, Government of Spain, JICA, African Development Bank, IDRC, IGES and ICIMOD, and the discussions were facilitated by Mr. Johan Rockstrom, Director-General, Stockholm Environment Institute.

Major discussion points are as follows:
-
the increasing need for information and knowledge on tackling climate change,
-
the current initiatives and mechanisms for information and knowledge services for climate change response including the Nairobi Work Programme on Impacts, Vulnerability and Adaptation to Climate Change, the Global Adaptation Network and the Global Framework for Climate Services, and
- synergies of these initiatives to promote collaboration with governments, other relevant organisations and stakeholders.
