| Activities
at the Tenth Conference of the Parties to the UN Framework
Convention on Climate Change (COP10) |

The UNFCCC 10th Session of the Conference
of Parties (COP-10), and the 21st Session of the Subsidiary
Body for Implementation (SBI) and the Subsidiary Body
for Scientific and Technological Advice (SBSTA) were
organised on 6-17 December 2004 in Buenos Aires, Argentina.
Since this was the 10th anniversary of the entry into force of the
UNFCCC, COP seemed to be in a mood for celebration. In fact, the
topic of the ministerial panel in which the Minister of the Environment
of Japan attended was the review of COP in its 10th anniversary,
and its future challenges. As expected, not only adaptation issues
but also negotiation regarding the seminar on the future climate
regime, which had previously been discussed at the Informal Meeting
in September (co-chaired by Japan and Brazil), were highlighted at
COP. In addition, the roles of technology in climate change and mitigation
policies were discussed at the ministerial panel.
Although the SBSTA/SBI reached conclusions on most of the issues,
the parties agreed that some important issues, such as financial
mechanisms and assistance to developing countries, would require
more discussion. Unfortunately, little progress has been made as
to the seminar negotiations, political measures on adaptation issues
and fund management despite the efforts made overnight. |

IGES Holds Side Events
At COP-10, IGES held three side events
with the active participation of diverse stakeholders.
The first event "Mainstreaming Adaptation in Development:
Idealistic or Realistic?" offered presentations
focusing on challenges for mainstreaming adaptation in
development. Then the panel discussion addressed appropriate
responses for mainstreaming adaptation at the research,
policy and implementation levels, including institutional
and funding mechanisms. At the second event "The
Kyoto Train: Where Do We Go Next?", organised in
cooperation with The Energy and Resources Institute (TERI),
active discussions were held on the assessment of the
Kyoto Protocol and directions for the future climate
regime. The side event on the Clean Development Mechanism
(CDM), on the other hand, focused on issues to be addressed
in the future for successful implementation of the CDM
projects.
It was an excellent opportunity for IGES to introduce our research
activities internationally and to contribute to active discussions
on climate change.
