Research Approach |
| The Long-term Perspective and Policy Integration
(LTP) Project contributed to facilitating and catalysing focused
policy dialogues among key stakeholders in the Asia-Pacific region,
thereby strengthening the presence of IGES, as a leading strategic
institute in the region. The LTP project operated as a cross-sectoral
project within IGES, conducting research with a long-term and
cross-sectoral approach in order to propose innovative policies
to policy makers and others. It focused on the following policy
analysis in cooperating with other projects within IGES and relevant
external research institutes and international organisations,
such as the Asian Development Bank (ADB), the United Nations
Environmental Programme (UNEP) and the United Nations Economic
and Social Commission for Asia and the Pacific (UNESCAP), and
research institute in the Asia-Pacific region.

Research on Innovative and Strategic Policy
Options (RISPO) II
"Promotion of Sustainable Development in the Context of Regional Economic Integration: Strategies for Environmental Sustainability and Poverty Reduction"

| RISPO II is a partnership project under the
United Nations Environment Programme/Network of Institutions
for Sustainable Development (UNEP-NISD). This partnership project
focussed on the rapidly developing economic integration in Asia
through the process of creating an East-Asian community. The
overall objective of this partnership project is to provide
policy-makers with strategic environmental policy options for
promoting sustainable development identifying environmental and
socio-economic effects at national and regional levels that will
stem from the future regional economic integration in East Asia.
For the purpose of in-depth study, this project conducted country
case studies that include: China, Indonesia, Japan, the Republic
of Korea, Thailand, and Viet Nam. |

The Asia-Pacific Forum for Environment and
Development (APFED) II
(Duration: FY2005 - ) |

| The Asia-Pacific Forum for Environment and Development
(APFED) that was established in 2001 adopted its final report
in December 2004. The second phase of APFED activities (APFED
II) proposed for 2005 and beyond is based upon the 117 policy
recommendations in the APFED final report of 2004. The IGES LTP
project contributed to the APFED deliberation process by providing
relevant background information and proposing options for policy
recommendations. |

3Rs Initiative for Sustainable Development
(Duration: FY2005 - ) |

| The 3Rs Initiative aims to establish a sustainable
society by promoting activities to "reduce, reuse, and recycle" across
different sectors. The 3Rs Initiative was endorsed at the G8
Summit held in 2004 at Sea Island, USA.
IGES, together with UNCRD and UNEP/ROAP are contributing to the
promotion of the 3R Initiative by conducting policy research, examining
regional strategies, and promoting networking. |

| IGES-ADB Collaboration in Greater Mekong Subregion
Core Environment Program |
 |
The Asian Development Bank (ADB) and IGES are
mutually interested in a collaborative partnership to implement
the Greater Mekong Subregion(GMS) Core Environment Program (CEP)
which was approved in December 2005.
Regional Technical Assistance (RETA) 6289 "Core Environment
Program and Biodiversity Conservation Corridor Initiative in the
Greater Mekong Subregion" includes five components: (i) environmental
assessment of economic sector strategies and corridors; (ii) biodiversity
conservation and biodiversity corridor initiative (BCI) implementation;
(iii) environmental performance assessments and sustainable development
planning; (iv) development and institutionalization of GMS capacity
for environmental management; and (v) program development, delivery,
and sustainable financing. |

APEIS/Research on Innovative and Strategic
Policy Options (RISPO) I

| Asia-Pacific
Environmental Innovation Strategy Project (APEIS) was
launched in FY2001 under the framework of the Environment Congress for Asia and the Pacific (ECO ASIA) .
The project aimed to establish scientific infrastructure on environment
and development and to provide policy makers with knowledge-based
tools and innovative policy options that can support their informed
decision-making for sustainable development in the Asia-Pacific
region. APEIS consists of three scientific sub-projects; 1) satellite-
and ground-based integrated monitoring (IEM: Integrated Environmental
Monitoring), 2) assessments using environment-economy integrated
models (IEA: Integrated Environmental Assessment), and 3) research
on innovative and strategic policy options (RISPO). IGES was
taking initiative on conducting the third component, i.e. RISPO,
in collaboration with multiple research organisations in the
region. |

| IGES White Paper "Sustainable Asia 2005
and Beyond" |
 |
| IGES published its first white paper entitled, "Sustainable
Asia 2005 and Beyond - In the pursuit of innovative policies," which
consolidated the primary outcomes of its policy research for
sustainable development in Asia and the Pacific region since
its establishment in 1998.
This was an IGES-wide project and LTP was responsible for the overall
coordination.
An initial output was made public at the World Summit on Sustainable
Development (WSSD) in August/September 2002. |

Environmental Industry Project
(Duration: FY2001 - 2004) |

| This sub-project aimed to identify effective policy
recommendations for the improvement of environmental industries
in the Asia-Pacific Region as the final output. It made an overview
of the current state of the environmental industry, measured
taken by governments, identify major issues facing the industry
and evaluate the contribution made by Official Development Assistance
(ODA), Multinational Corporations (MNCs), and Non-Governmental
Organizations (NGOs) in the development of environmental industry,
specifically in China, India, Indonesia, and the Republic of
Korea. |

IT and the Environment Project
(Duration: FY2000 - 2003) |

| The IT revolution brought about drastic changes
in our social systems, economic activities and people's lifestyle,
which resulted in a wide range of implications for the environment
as well. This research explored from various points of view the
potential of IT as a powerful tool for reducing environmental
burdens. |

ECO ASIA Long-term Perspective Project (LTPP)
(Duration: FY1999 - 2001) |

| This project was conducted from 1993 to 2001 to
provide scientific background information, recommendations, and
policy options for ministerial level discussions at the
Environment Congress for Asia and the Pacific (ECO ASIA) Through its research activities, four key concepts for attaining
long-term sustainable development in the Asia-Pacific region
were developed: 1) Eco-Consciousness, 2) Eco-Partnership, 3)
Eco-Technology/ Eco-Investment, and 4) Eco-Policy Linkage. Scientific
research on various aspects of environmental issues in the Asia-Pacific
region was conducted regarding these 4 key concepts during the
project period. |

| The report is a comprehensive assessment of the
implementation of Agenda 21 for the North-East Asia Sub-region
(Democratic People's Republic of Korea, Japan, Mongolia, People's
Republic of China, Republic of Korea, and the Russian Federation).
Completed in September 2001, this report was compiled in a synthesis
report and distributed at the high-level regional meeting for
the WSSD held in Phnom Penh, Cambodia, on 27-29 November 2001. |
