IGES Kitakyushu Urban Centre (KUC) produces cross-cutting research on
sustainable urban development, covering critical sectors such as waste
management, water and sanitation, pollution control and climate change,
among others. We work closely with Kitakyushu City and the Kitakyushu
International Techno-cooperative Association (KITA) in managing the
Kitakyushu Initiative city network to facilitate the dissemination and replication
of good urban environmental practices in the Asian region.
We also specialise in research on the transfer of low-carbon city development
policies and practices between Japan and Asian countries. Our research is
enhanced by our close links with local and central governments, ASEAN and
international organisations working on the sustainable city agenda.

Organisation and Follow up of the High Level Seminar on
Environmentally Sustainable Cities
(Commissioned work of the Clean Asia Initiative (CAI), an initiative of the Ministry of the Environment, Japan)
KUC was the Secretariat of the 1st and 2nd High Level Seminar on Environmentally Sustainable
Cities (HLS ESC) held in Jakarta, Indonesia (March 2010) and Kitakyushu, Japan (March 2011),
respectively, under the framework of the East Asia Summit Environment Ministers Meeting (EAS
EMM). A concrete output of the HLS ESC is the ASEAN ESC Model Cities Programme funded
by the Japan-ASEAN Integration Fund (JAIF) and jointly implemented by the ASEAN Secretariat
and KUC. This programme promotes the development of ‘Model ESC Cities’ in the region
through implementation of country-based programmes which encourage and support voluntary,
bottom-up initiatives through the provision of capacity building, training and other incentives.

Research on the city-level low-carbon development in Asia
(Partly supported by the Environment Research & Technology Development Fund, Ministry of the Environment, Japan)
This component includes research on effective low carbon policies at the local level and on
tangible measures that promote bottom-up initiatives. Through this study, the means by which
intercity networking can affect policy transfers are examined. An additional research focuses on
low carbon district models for promoting replication of good practices. In parallel, a collection of
low carbon policies and measures by Japanese local governments is being compiled. The
activities also extend to the support of actual policy transfers through match-making workshops
and a JICA training course on low carbon city development.

Research on Effective Local Initiatives to Promote Sustainable Development
This component aims to explore the potential of local initiatives for achieving sustainable
development in Asia. Following the past achievements under the Kitakyushu Initiative, a
successful solid waste management model developed in Surabaya City will be further studied
and promoted for replication in other cities in Indonesia, the Philippines, Malaysia, Thailand,
Nepal and Sri Lanka. Activities will include the documenting of good practices and lessons
learned, sharing information through workshops and seminars, and assisting selected local
governments in making action plans for implementation and capacity building programmes in
collaboration with other relevant organisations. Further, it works with governments in creating
enabling policies and strategic frameworks for supporting these local initiatives.

Activities under the Kitakyushu Asian Centre for Low Carbon Society
The Kitakyushu Asian Centre for Low Carbon Society is jointly operated by Kitakyushu
City, Kitakyushu International Techno-cooperative Association (KITA) and KUC. Under
this, KUC is collaborating with Kitakyushu City on actual projects in various urban sectors
in Asian cities, towards developing a comprehensive city-based strategy package covering
a GHG accounting system, institutional set-up, technologies and other components. This
initiative would support the achievement of Kitakyushu City’s goal to reduce city-wide CO2
emissions by 50% and throughout Asia by 150% from 2005 levels by the end of 2050, as
well as help to strengthen GHG mitigation efforts of Asian local governments in line with
each country’s Nationally Appropriate Mitigation Actions (NAMAs).
