| 3rd High Level Seminar on Environmentally Sustainable Cities |

The 3rd High Level Seminar on Environmentally Sustainable Cities (HLS ESC), organised by the Governments of Cambodia, Japan, Australia and Thailand, was held in Siem Reap, Cambodia on 6 - 8 March 2012 under the framework of the East Asia Environment Ministers Meeting (EAS EMM). The Seminar was chaired by Dr. Vann Monyneath (Deputy Director General for Technical Affairs, Ministry of the Environment, Cambodia) and co-chaired by Mr. Akira Nitta (Director, International Cooperation Office, Ministry of the Environment, Japan), Mr. Andrew McNee (Assistant Secretary, Department of Sustainability, Environment, Water Population and Communities, Australia) and Dr.Wijarn Simachaya (Director General, Pollution Control Department, Ministry of Natural Resources and Environment, Thailand).
The Seminar brought together about 230 participants consisting of representatives from 14 national governments, 46 local authorities and 25 international organisations for information exchange, knowledge sharing and frank discussion on the agenda of environmentally sustainable city development. The Seminar commenced with welcome greetings by H.E. Dr. Sou Phirin, Governor of Siem Reap Province as well as welcome remarks by Mr. Tatsushi Terada, Vice Minister for Global Environmental Affairs, Ministry of the Environment, Government of Japan. Opening remarks were given by H. E. Mr. Khieu Muth, Acting Minister of the Environment, Ministry of Environment, Government of Cambodia and keynote presentations were delivered by Mr. Khut Vuthiarith, Deputy Director General, Phnom Penh Water Supply Authority and by Prof. Shuzo Nishioka, Secretary-General, International Research Network for Low Carbon Societies; Senior Research Advisor, Institute for Global Environmental Strategies.

Summary
The highlights of the Seminar included the keynote presentations which gave both an overview of low carbon development and efforts towards environmental sustainability across Asia as well as a specific example of how developing countries can improve the delivery of services whilst ensuring financial sustainability. The Plenary and Thematic Sessions also included a great deal of discussion on a wide range of topics involving environmentally sustainable cities and involved participants from across the region and from many different organisations. Achievements from Year 1 of the ASEAN ESC Model Cities Programme were presented and discussed. A wide range of support was expressed for the continuation of the programme into Year 2.
The Seminar concluded with the adoption of a Chair's Summary which renewed participantsf commitment to supporting and growing ESC in the region. It was acknowledged that cities are the driving force for growth and development of the region and it was recommended that EAS Environment Ministers re-affirm ESC as a priority area for regional collaboration, building on the existing ASEAN framework, in particular utilising the established networks of the Model Cities Programme, as well as other relevant regional mechanisms and networks, focusing on intensifying city-to-city cooperation and broadening engagement to collaborate with other stakeholders beyond the EAS EMM framework.
The outputs of the 3rd HLS ESC will be reported to 11th Meeting of the ASEAN Working Group on ESC to be held tentatively in July 2012 in Manila, Philippines; 23rd ASEAN Senior Officials Meeting on the Environment and the Officials Meeting for the 3rd EAS Environment Ministers Meeting which are planned to be held in August 2012 in Cambodia and 3rd EAS Environment Ministers Meeting to be held tentatively in September 2012 in Thailand.
