Organised by the International Environmental Governance Architecture Research Group and the Earth System Governance Project, in collaboration with the Institute for Global Environmental Strategies (IGES) and United Nations University Institute for Advanced Studies (UNU-IAS), and supported by the Japan Foundation Centre for Global Partnership, gEarth System Governance Workshop 2011: Hakone Vision Factory on Institutional Framework for Sustainable Development Rio+20h was held at Hakone, Japan from 27 to 29 September 2011.
The workshopfs objective was to articulate a vision and a blue print to improve the global governance system for the achievement of sustainable development and to develop proposals for one of the two issues to be addressed at 2012 UN Conference on Sustainable Development (Rio+20), the Institutional Framework for Sustainable Development (IFSD). Using a World Cafe dialogue format, the workshop addressed following four key issues required for a fundamental transformation of international environmental governance in the 21st century;
(1) What distinguishes the problems we are now facing (or will be facing) from those our institutions were designed to respond to;
(2) What kind of governance architecture could ensure the simultaneous achievement of the three pillars of sustainable development (economy, society, and environment);
(3) Issues related to participation, legitimacy, representativeness and accountability;
(4) What kind of organisational structure and decision-making process should be used for sustainable development governance.
Approximately 15 to 20 experts from the earth system governance scientific community and policymakers participated at the Workshop, along with key representative from the UNCSD preparation team for Rio+20.
The outcomes of this workshop include (1) a summary report, and (2) an input to the compilation document of the outcome document of Rio+20 to be submitted by 1st November 2011. |
