Water Environmental Partnership in Asia (WEPA)

Water Environment Partnership in Asia (WEPA ) is an initiative that was proposed by the Ministry of the Environment of Japan (MOEJ) at the 3rd World Water Forum, held in Kyoto, March 2003. WEPA is registered as a project aimed at water pollution prevention and ecosystem conservation in the "Portfolio of Water Actions (PWA)"*

* The Portfolio of Water Actions is one of the outcomes of the WWF3, which is a collection of contributions by various countries and international bodies towards solving water problems.



Background

The water environment in Asia has deteriorated due to the increasing demand on water and polluted water resources caused by inadequate management; one of the main factors hindering socio-economic development in the region. To achieve sustainable development in Asia, it is necessary to manage water resources in a sustainable manner and to create a sound water environment. There are various actors involved in water environmental management, including governments, NGOs and citizens, amongst which government officials play an important role as they are primarily responsible for planning and implementing policies on water-environment management. It is vital, therefore, to provide government officials and aid agencies with the necessary assistance, such as information regarding methods and technologies of water environment management.


WEPA aims to promote water governance and capacity building of relevant stakeholders in the Asian region by providing an information platform (set of databases).

The areas covered by the databases will include:

Policy-related information

Technologies for water environment conservation

NGO and community activities
-
Information sources

The prototype database will be presented at the WWF4 in Mexico (March 2006). The WEPA programme will continue for five years from 2004 to 2008.




Partnership
In the early phase of the programme, the WEPA partner countries will be Cambodia, China, Indonesia, Korea, Lao, Malaysia, Myanmar, the Philippines, Thailand and Vietnam.
