FY2011
6th World Water Forum Side Event gWater Environment Partnership for a Sustainable Futureh (14 March 2012)
The side event was held at the 6th World Water Forum on 14 March 2012 in Marseille, France. The side event aimed at sharing the experience of WEPA as a unique partnership programme and also discussed how to promote sustainable water environment management in Asia and the implications to other regions. Another topic for discussion was the commitment to maintain efforts for a better water environment through WEPA. This event was also an occasion to launch the WEPA Outlook 2012.
APWF Regional Knowledge Hub for Groundwater Management Launched(1-3 Jun. 2011, Bangkok, Thailand)
As the hub organisation, IGES organised a launch meeting of the Asia Pacific Water Forum (APWF) Regional Knowledge Hub for Groundwater Management on 2-3 June 2011 in Bangkok, Thailand. With over 100 participants including clients and partners of the regional groundwater hub, the meeting highlighted the critical issues, challenges and available choices for sustainable groundwater management in the region.
On the previous day, there was a pre-launch workshop entitled eGroundwater - its myths and realityf for young professionals organised by IGES, the Asian Institute of Technology and Department of Groundwater Resources, Thailand. |

FY2010
6th WEPA Annual Meeting (24 Feb. 2011, Tokyo, Japan)
The Sixth Annual Meeting of Water Environment Partnership in Asia (WEPA) was organised by the Ministry of the Environment, Japan and took place on 24 February 2011 at Shiba-Park Hotel, Tokyo, Japan. Thirty nine participants attended, including 26 representatives from 13 WEPA member countries (Cambodia, China, Indonesia, Republic of Korea, Lao PDR, Malaysia, Myanmar, Nepal, Philippines, Sri Lanka, Thailand, Viet Nam, and Japan). Dr. Mitsumasa Okada, Professor of the Open University of Japan and the chair of WEPA Advisor Meeting chaired the meeting.

2nd WEPA International Workshop - Climate Change and the Water Environment- (23 Feb. 2011, Tokyo, Japan)
The WEPA Workshop was organized by the Ministry of the Environment, Japan, and took place on 23 February 2011 at Shiba-Park Hotel, Tokyo, Japan. The aims of the Workshop were to enhance the body of knowledge related to climate change impact on the water environment among WEPA countries and discuss how WEPA countries should address the associated issues.

A dialogue with Nepal (14 Dec. 2010, Kathmandu, Nepal)
Water and Energy Commission Secretariat of Nepal (WECS), Ministry of the Environment, Japan and Institute for Global Environmental Strategies (IGES) held a dialogue on water environment on 14 December 2010 in Kathmandu, Nepal. Officers from WECS and other related agencies in Nepal participated in the dialogue. The meeting aimed to exchange views between Nepal and Japan on the water environmental management and identify areas need policy intervention. The meeting also aimed to contribute to the enhancement of the WEPA database by putting the exchanged information on the database.

Planning Meeting on the Regional Water KnowledgeHub for Groundwater Management of Asia-Pacific Water Forum (APWF) (12-13 July 2010)
During ISAP2010 held by IGES (12-13 July, 2010, Yokohama, Japan), the Freshwater sub-group organised a two day planning meeting on KnowledgeHub for groundwater management and invited groundwater experts, potential partners and clients from different countries to discuss and identify priority issues, research topics on groundwater management, knowledge sharing and capacity development needs, and fostering networking with clients and partners in future. |

FY2009 WEPA Annual Meeting (10 March 2010)
FY2009 WEPA Annual Meeting was held on 10 March 2010 in Hanoi, Viet Nam. 29 representatives from WEPA partner countries and one guest country (Sri Lanka). The participants shared the goals of the WEPA second phase and exchanged ideas on the second phase activities. At the meeting, participation of Sri Lanka and Nepal in WEPA was endorsed by the current partner countries.

The 1st WEPA International Workshop (8 - 9 March 2010)
The 1st WEPA International Workshop was held on 8-9 March 2010 in Hanoi, Viet Nam. A total of 54 participants from 12 countries participated in the forum and 37 presentations were delivered by the speakers from 12 countries in Asia. This Forum became an opportunity for the participants to share the information of each country on common issues of water environmental management. For this objective, two topics, gurbanization and water quality control for the source of water in Asian citiesh and gclimate change impacts to the water environment and adaptation optionsh, were dealt with as an ongoing and an emerging topic. |

The Japanese Ministry of the Environment and IGES held a dialogue on water environmental governance on 9 October 2009 in Jakarta, Indonesia. Officers from Ministry of Environment, Indonesia and other related agencies participated in the dialogue. The meeting aimed to exchange views between Indonesia and Japan, on the water environmental governance and other areas which have close linkage of water environment issues such as integrated water resources management. The meeting also aimed to contribute to the enhancement of the WEPA database by putting the exchanged information on the database. |

IGES joined the Asia-Pacific Water Forum's Network of Water KnowledgeHubs as the hub organisation on groundwater (26 June 2009)
IGES was endorsed as the knowledge hub on groundwater management of the Asia-Pacific Water Forum's network of regional knowledge hubs by the Governing Council of the Forum on 26 June 2009 in Singapore. The regional hub, called "KnowledgeHubs"was proposed at the 1st Asia-Pacific Water Forum held in December 2007 in Beppu, Japan and officially established in June 2008 to share knowledge and develop capacity on various water knowledge domains. As one of the knowledge hubs, IGES is expected to take a leading role in provision of suggestions and solutions for groundwater management to ensure the equitable and sustainable use and protection of groundwater resources in Asia and the Pacific region. Based on the achievement of the IGES's groundwater studies, IGES will strengthen its activities to create knowledge, promote knowledge sharing and develop capacity on groundwater management in collaboration with other like-minded organisations. |

 Overview of the 5th World Water Forum official session, “Data Integration and Dissemination: From Data to Information” (20 Mar. 2009)
WEPA's activities were introduced by Dr. Mitsumasa Okada, chair of the WEPA Advisory Committee, at a session of the 5th World Water Forum entitled “Data Integration and Dissemination: From Data to Information”, which was held on 20 March 2009, in Istanbul, Turkey. The session was organised by the United Nation Statistics Division (UNSD) and the National Water Commission (CONAGUA) - Mexico. WEPA's experiences were shared in the context of searching frameworks for data integration and analysis to support decision making and policy development in the water sector at a range of levels.

The 5th World Water Forum official session "A Hidden resource: Sustainably managing groundwater for the futureh
(20 Mar. 2009)
At the 5th World Water Forum, formal session "A Hidden resource: Sustainably managing groundwater for the future"held in Istanbul, Turkey on the 20th March 2009, Tetsuo Kuyama, a researcher of the IGES Freshwater Project, presented a report on the results of the policy research project "Sustainable Water Management Policy (SWMP)"that has been undertaken by the Freshwater Project at IGES. This session, with the aim of arguing for strategy, technique and policy based on scientific grounds to manage the hidden resource of underground water in a sustainable manner for the good of present and future generations, was held by Oregon State University Institute for Water and Watersheds and the International Union for the Conservation of Nature and Natural Resources, and policy recommendations based on the findings of policy research through the Freshwater Project were shared.

Meeting report of Fourth WEPA Annual Meeting (24 Oct. 2008)
The 2008 WEPA Annual Meeting was held on 24 October 2008 in Putrajaya, Malaysia. 29 people participated in the meeting, including 17 representatives from WEPA partner countries. The participants shared the progress of WEPA activities in 2008 and also discussed the WEPA outputs to be disseminated at the 5th World Water Forum and the concept of the next phase of WEPA.
 The 3rd WEPA International Forum on Water Environmental Governance in Asia (23- 24 October 2008)
The 3rd WEPA International Forum on Water Environmental Governance in Asia was held on 23-24 October 2008 in Putrajaya, Malaysia. A total of 108 people participated in the forum and 37 presentations were presented by speakers from 12 countries in Asia. This Forum served as an opportunity for the participants to strengthen the sharing of knowledge and the relevant stakeholder networks through presentations and discussions with their counterparts in neighbouring countries.
 Meeting report of a dialogue with Malaysia (22 Oct. 2008)
The Japanese Ministry of the Environment and the Institute for Global Environmental Strategies (IGES) held a dialogue on water environmental governance on 22 October 2008 in Putrajaya, Malaysia. Officers from Ministry of Natural Resources and Environment of Malaysia and other related agencies participated in the dialogue. The meeting aimed to exchange views between Malaysia and Japan, on the water environmental governance and other areas which have close links to water environment issues such as integrated water resources management. The meeting also aimed to contribute to the enhancement of the WEPA database by uploading the exchanged information onto the database.

Officers from the Ministry of Environment and other related agencies participated in the dialogue. The meeting aimed to exchange views on current water environment management issues in the Kingdom of Cambodia and Japan. The meeting also aimed to contribute to the enhancement of the WEPA database by uploading the exchanged information onto the database.
 Special Symposium in Commemoration of the G8 Environment Ministers Meeting - Climate Change and Water(23 May 2008)
On 23 May 2008, the "Special Symposium in Commemoration of the G8 Environment Ministers Meeting - Climate Change and Water" was held at the Kobe International Conference Center, Kobe City, Hyogo Prefecture, Japan. The symposium was attended by about 700 participants from governments, businesses and NGOs, as well as individuals interested in the environment.
The symposium focused on "climate change and water" which requires international attention and efforts to safeguard the lives of billions of people and to preserve a sound environment. Dr. Rajendra K. Pachauri, Chairman of the Intergovernmental Panel on Climate Change (IPCC), delivered a keynote speech, followed by a panel discussion on the current situation of climate change, its impact on water, and adaptation measures to the expected impacts.

A Dialogue in Lao PDR (18-19 February 2008)
The Japanese Ministry of the Environment and the Institute for Global Environmental Strategies (IGES), in collaboration with the WEPA partner in the Lao PDR (Water Resources and Environment Administration), held a dialogue on water quality management on 18 February 2008 in Vientiane, Lao PDR. Officers from Water Resources and Environment Administration and other related agencies participated in the dialogue. The meeting aimed to exchange views on current water environment management issues in the Lao PDR and Japan between participants in the dialogue. The meeting also aimed to contribute to the enhancement of the WEPA database by putting the exchanged information on the database.
 The 2nd International WEPA Forum
International Forum on Water Environmental Governance in Asia (3-4 December 2007)
The 2nd International WEPA Forum was held on 3-4 December 2007 in Beppu City, Oita Prefecture, Japan as an open event of the 1st Asia
Pacific Water Summit. There were 42 presentations related to the forum topics presented by invited speakers and speakers selected based on submitted papers.
Through presentations and discussions, participants came to the mutual understanding that there is a need for an improvement of water environmental governance in this region. The participants also recognised that the sharing of knowledge and the establishment of relevant stakeholder networks can be a driving force that promote good environmental governance, and they reaffirmed that WEPA will provide opportunities to share information. The summary of the forum was submitted to the 1st Asia- Pacific Water Summit.
 Forum on Water Environment Management in China (20 November 2007)
On 20 November 2007, the"Forum on the Sino-Japan Joint Cooperation of
the Regulation of Total Water Emissions and the Water Environment
Management in Key Water Areashwas held in Chongqing City, China. The
forum was co-organised by IGES and the Sino-Japan Friendship Center for
Environmental Protection (Beijing). More than 100 participants from China and
Japan attended the forum.
For the improvement of water pollution in China which has become one of the
most urgent issues in the country,"Sino-Japan Joint Research to Strengthen
Water Environmental Management in Chinah, which is based on an agreement
by both the Chinese and Japanese Ministries of the Environment, has been
implemented since December 2006.
A Dialogue in Philippines(23-24 October 2007)
The Japanese Ministry of the Environment and the Institute for Global Environmental Strategies (IGES) held a dialogue with government officers on water quality management in collaboration with the WEPA partner in the Philippines, Environmental Management Bureau and other related agencies on 23 October 2007 in Manila, Philippines. The meeting aimed to exchange views on current water environment management issues in the Philippines between participants in the dialogue. The meeting also aimed to contribute to the enhancement of the WEPA database by putting the exchanged information on the database.

 International Forum on Water Environmental Governance in Asia:
Technologies and Institutional Systems for Water Environmental Governance (14-15 March 2007)
WEPA held an international forum on "Water Environmental Governance in Asia" on 14-15 March 2007 in Bangkok.
This forum was to be organised as part of the Water Environment Partnership in Asia (WEPA), which is an initiative that was launched by the Japanese Ministry of the Environment on the occasion of the 3rd Water Forum, 2003.
 International Symposium on Community Activities for the Conservation of Water Environment (8 December 2006)
WEPA held an international symposium on "Community Activities for the Conservation of Water Environment" on 8 December, 2006 in Bangkok, as a side event of "The 4th International Symposium on Southeast Asian Water Environment ". In this symposium, the participants shared the lessons learned from the conservation activities on water quality and aquatic ecology which have been carried out by the local citisens on a community basis.
4th SWMP Research Meeting in Hayama, Japan
The 4th research meeting was held at the IGES headquarter in Hayama, Japan, from 15 to 16 May 2006. The next step of SWMP research after the WWF4 was discussed among research partners of SWMP. The participants shared a picture of the final outcomes of the SWMP study for finalisation of SWMP research by March 2007.

Web Feature: Activities at World Water Forum 4
The 4th World Water Forum (WWF4) was held from 16-22 March 2006 in Mexico City, under the theme of "Local Actions for a Global Challenge" and about 20,000 participants attended from 150 contries. At the Forum, IGES co-organised two sessions in collaboration with other organisations, besides introducing its research activities at the IGES exhibit booth in the Japanese Pavilion of the World Water Expo during the Forum.
WWF4 session: Shared groundwater resources for sustainable development
The IGES Freshwater Resources Management Project co-hosted a session on the subject of "Shared groundwater resources for sustainable development." There were approximately 200 attendees and presentations were made regarding the importance of groundwater sources and other related issues, as well as the legal and socio-economic aspects of groundwater management. A discussion was then held regarding the content of the individual presentations.
WWF4 session: Water Accounting and Information Platforms (March
2006)
The IGES Freshwater Resources Management Project co-hosted a joint session on the "Water Partnership in Asia" (WEPA) entitled, "Water Accounting and the Information Platform." The event attracted approximately 150 attendees.
3rd SWMP Research Meeting in Tianjin, China
The 3rd research meeting was held from 20 through 21 October 2005 in Tianjin, China.@The meeting aimed to share among the research partners the progress of the research conducted under SWMP. The discussion of the meeting also touched upon what and how we can make inputs to the 4th World Water Forum (WWF4) based on the outcomes of the SWMP study.

The
13th Session of the Commission on Sustainable Development (CSD13) (April
2005)
The 13th
Session of the Commission on the Sustainable Development
(CSD13) was held at UN headquarters in New York,
which focused on the policies and options for water,
sanitation and human settlement. The outcome of the
session was the compilation of the concrete actions
for the achievement of the Millennium Development
Goals and other targets. IGES presented the WEPA
Project to explain the outline of the project and
the status of the WEPA database development at the
side event for "The Portfolio of Water Actions" on
April 19th , which was organised by the Japanese
Government.
FY2004
2nd
SWMP Research Meeting and Stakeholder Meeting in Bandung, Indonesia
On Jan 31 and Feb 1 2005, the second research meeting for SWMP was
held at Malya Hotel, Bandung, Indonesia. The purpose of the research
meeting was to share the interim outcomes of the case studies in
Thailand (Bangkok), China (Tianjin), Indonesia (Bandung), Vietnam
(Ho Chi Minh City), and Japan (Tokyo, Aichi, and Osaka) being carried
out under SWMP among research partner institutes. Subsequently we
discussed the framework of future research activities. Following
the research meeting, a Stakeholder Meeting was organised on Feb
2, inviting about 25 stakeholders from governmental agencies, universities,
industries, NGOs and others to exchange information and ideas about
SWMP and the interim research outcomes.
The
First International Workshop for WEPA (January 2005)
The First International Workshop for WEPA was held in Tokyo, on January
24-25 2005. The workshop was attended by 8 representatives from WEPA
partner countries and by Japanese water experts. The participants
shared the current status of WEPA activities including database development,
and discussed future work. At the end of the workshop, the chair's
summary was adopted in which participants promised continuous support
and commitment to WEPA.

The
WEPA Working Meeting for the Policy-related Information Database (December
2004)
The Working Meeting for the Policy-related Information Database was
held to examine the structure, contents, and the means of data collection
for the policy-related information by partner countries and Japanese
water experts. On the second day of the meeting, each partner county
consulted with the secretariat of WEPA on the means of enhanced work
for the data collection.
The
SWMP Inception Workshop
On June 12, 2004, the Freshwater Resources Management Project held
an inception workshop at the Shonan Headquarters of the Institute
for Global Environmental Strategies (IGES, inviting researchers and
a regional government official from four regions in Asia. Our project
plans to conduct policy studies for realising a sustainable water
resource management with a focus on Asian countries, and to propose
policy options and recommendations to the regions In the workshop,
we exchanged opinions about the future joint research and case studies
to be carried out for the research goals above. Reports were also
presented from the participants on the current conditions and problems
related to water resource management in each country or region.
The
WEPA Project was Officially Launched (2004 April)
After the official launch, a series of steering committee meetings
was held to discuss the structure, format and contents of the WEPA
database. The contents of the databases on policy related information,
and activities by NGOs and CBOs were first developed as an example
for partner countries. In September, the secretariat of WEPA requested
each partner country to collect necessary data for policy-related
information, activities by NGOs and Community Based Organisations
(CBOs), and information source databases.
FY2003
The
WEPA Inception Workshop (March 2004)
The "Water Environment Partnership in Asia (WEPA)" programme
is a new initiative proposed by the Ministry of the Environment of
Japan at the 3rd World Water Forum (2003) that works to provide an
information platform for water environment conservation since April
2004. The WEPA Inception Workshop was held in Jakarta, Indonesia,
in March 2004, where the participants discussed the details of the
WEPA project activities and its partnerships with various countries.
The
WEPA Inception workshop was attended
by 43 persons, including representatives
from ten governments, an international
organisation, and experts on the water
environment in Asia , who discussed pertinent
issues of water environment management
policy in Asian countries and the grand
design of the WEPA project.

FY2002
Study
of the Current Status and Future Prospects of Freshwater Resource
Management
In preparation of the IGES Freshwater Resources Management Project,
Study Group on Freshwater Resource Management in Asia (chairperson:
Dr. Shinichiro Ohgaki, Professor, ‚cepartment of Urban Engineering,
School of Engineering, The University of Tokyo) was established to
analyse the current status and future prospects of freshwater resource
management in the region. The Study Group compiled its findings in
FY 2002 into the Interim Report 2.8MB and
distributed it on the occasion of the 3rd World Water Forum that
was held in Japan in March 2003. |
