IGES-RECOFTC-INA capacity building workshops on REDD

In its attempt to reconcile the need to effectively reduce greenhouse gas emissions with social considerations and the need for economic development, particularly for people living in and around forests, reducing emissions from deforestation and forest degradation (REDD) challenges a diverse group of stakeholders to limit if not halt the quantitative and qualitative loss of forests and achieve sustainable forest management.
Recognising that stakeholders, from civil society and government, have specific capacity building needs to enable them to take REDD-initiatives forward, IGES collaborated with two of its partners, the Center for People and Forests (RECOFTC) and the PNG Institute of National Affairs (INA), to conduct four REDD capacity building workshops in Cambodia, Viet Nam, Indonesia and Papua New Guinea (PNG) in February and March 2010. The workshops were generously funded by the Ministry of Environment of Japan.
The workshops brought together forest stakeholders from civil society and government with centres working on capacity building and research, to enhance the country specific capacity for the development of policies and initiatives that provide long-term and real emissions reductions, as well as sustainable development outcomes. Anticipated outcomes of the workshops were (i) increased awareness on REDD and on REDD progress, and (ii) alliance building between forest stakeholders to move the REDD agenda forward in the respective country. Group exercises to increase understanding of REDD concepts and their application to sub-national REDD activities and national REDD policy and strategy were a highlight of the workshops organised with RECOFTC in Cambodia, Viet Nam, and Indonesia. The workshop with INA in PNG focused on understanding the state of PNG's forests and the threats they are facing, notably from Special Purpose Agricultural/Industrial leases, and the prospects for REDD in PNG, including policy and legal aspects, at the start of 2010.
