Workshop on MRV of Carbon Stock Changes and the Role of Communities, 8-9 November 2011, Jambi, Indonesia
On 8-9 November 2011, IGES and the National Forestry Council of Indonesia (DKN) organised a workshop at the Royal Garden Hotel, Jambi, to provide an opportunity for sharing knowledge and experiences from national initiatives and sub-national activities related to forest sector MRV. The aim of the workshop was to contribute to the capacity of government and other forest stakeholders to develop and implement MRV systems.

REDD+ in Pacific Island Countries Partner Event for the Asia Pacific Forestry Week, 7-11 November, Beijing
On 10 November, IGES co-hosted a partner event of Asia Pacific Forestry Week 2011 in Beijing entitled REDD+ in Pacific Island Countries. The partner event drew attention to the need for locally-grown REDD+ models that reflect the uniqueness of Pacific Island Countries, and for well-coordinated international support for REDD+ readiness.

IGES participated in the Myanmar First Green Economy and Green Growth Forum and Conference
IGES participated in the Myanmar First Green Economy and Green Growth (GEGG) Forum and Conference held in Nay Pyi Taw and Yangon, from 1-4 November 2011. Myanmar is currently undergoing a transition towards greater openness, and, in addition to raising awareness on key environmental issues that Myanmar is facing, the high level Forum and Conference were expected to further encourage this transition.

Community Carbon Accounting (CCA) Action Research Project
IGES and its partners are developing and testing approaches in Cambodia, PNG, Indonesia and Laos to engage local communities in carbon accounting through a process of field-based action research. Carbon accounting is a technical issue, but previous research has shown that local communities, who often have important knowledge of ecosystems, tree species and age distribution, and removals from forests, can make an important contribution to ground-based carbon stock estimation and monitoring. The Community Carbon Accounting (CCA) Action Research Project consists of activities on REDD+ capacity building generously supported by the Ministry of Environment of Japan and activities under the Asia-Pacific Network for Global Change Research project Participatory Approaches to Forest Carbon Accounting to Mitigate Climate Change, Conserve Biodiversity and Promote Sustainable Development.

Launch of the IGES REDD-plus online database

The IGES REDD-plus online database provides profiles of REDD-plus projects using a common template to facilitate learning, comparison and analysis. The project profiles are constructed using publically available material and each profile includes links to further sources of information, commentary and analysis. Country summaries on national REDD-plus preparedness activities are also provided. The database will be periodically extended and updated; IGES welcomes any information that is provided for this purpose.

ISAP 2010 Expert Workshop
Engagement of Japanese Organisations in REDD+: Progress, Plans and Opportunities Workshop

The Government of Japan as well as Japanese research institutes, environmental NGOs, and private sector organisations are involved in a variety of REDD-plus initiatives. The objective of the workshop was to provide an opportunity for organisations in Japan working on REDD-plus to present and discuss their work, as well as for strategising. The workshop focused on identifying research and capacity building activities that will contribute to REDD-plus readiness activities in developing tropical countries of the Asia-Pacific region.

IGES-RECOFTC-INA Capacity Building Workshops on REDD
February and March 2010, in Cambodia, Papua New Guinea (PNG), Viet Nam and Indonesia
Recognizing that stakeholders, from civil society and government, have specific capacity building needs to enable them to take REDD-initiatives forward, IGES collaborated with two of its partners, the Center for People and Forests (RECOFTC) and the PNG Institute of National Affairs (INA), to conduct four REDD capacity building workshops in Cambodia, Viet Nam, Indonesia and Papua New Guinea (PNG) in February and March 2010. The workshops were generously funded by the Ministry of Environment of Japan.

The 8th Meeting of the Asia Forest Partnership & AFP Dialogue

From the 27th to the 29th of May 2009, IGES co-hosted the 8th meeting of the AFP Dialogue on REDD and combating illegal logging. The meeting was hosted by the Government of Indonesia in collaboration with the Centre for International Forestry Research (CIFOR) and co-financed by the Governments of Switzerland and Japan as well as USAID, RAFT-TNC Programme, GTZ, EU, WRI and DFID.

Workshops on gPromoting Certified and Verified Legal Tropical Timber and Timber Products in Japanh

IGES supported and participated in two workshops in Tokyo and Osaka on 29 and 31 July 2008 on gPromoting Certified and Verified Legal Tropical Timber and Timber Products in Japanh.
The workshops, which were open to the public, brought together Japanese buyers (home builders, furniture makers etc.) and Indonesia and Malaysian sellers of tropical timber, as well as NGOs from abroad and Japan, and research institutions, such as IGES. The workshop discussed the results of two risk assessment reports for timber procured from Indonesia and Malaysia that were recently completed as part of the ITTO project. Other sessions discussed the experiences of suppliers in establishing legality assurance systems or having their forest management certified and the procurement policies of Japanese tropical timber buyers.
The IGES Forest Conservation Project presented its research on the certification of community based forest management (CBFM).

UNFCCC REDD workshop on methodological issues
25-27 June 2008, Tokyo, Japan
Researchers from the Forest Conservation Project, Climate Change Project and the IPCC-NGGIP Technical Support Unit participated in the UNFCCC workshop on methodological issues relating to reducing emissions from deforestation and forest degradation in developing countries (REDD), held in Tokyo from 25-27 June 2008.
Representatives of over 60 countries and international organisations discussed progress on methodological issues and outstanding challenges including definitions of deforestation and forest degradation, estimation and monitoring of emissions, establishing reference emissions levels and handling emissions displacement. Forest degradation was recognised as an issue particularly requiring further methodological work and the Chair proposed an experts meeting on degradation as part of SBSTA's ongoing programme of work on REDD. The outcome of the workshop will inform further consideration of methodological issues at SBSTA's 29th session.

International Public Forum towards G8 Environmental Ministers Meeting: Are Biofuel and REDD Effective Counter-Measures against Climate Change?

Friends of the Earth Japan and the Global Environmental Forum hosted an international public forum in Tokyo, 21, 22 May 2008, on biofuels and combating deforestation. The IGES Forest Conservation Project contributed to the organisation of the 2nd day session on Deforestation, Carbon Emissions and Climate Change and presented on the topic of reducing emissions from deforestation and forest degradation in developing countries (REDD).

IGES to co-host Dialogue on Timber Trade, Forest Law Compliance and Governance at Asia-Pacific Forestry Week
21-26 April 2008, Hanoi, Vietnam
The first-ever Asia-Pacific Forestry Week was held in Hanoi, Vietnam, from 21 to 26 April, as a parallel event to the 22nd Session of the Asia-Pacific Forestry Commission (APFC). It was the largest and the most significant forestry-related event in the region in 2008. The event brought together around 500 participants from governments, NGOs, research institutions, regional and international networks, UN agencies and the private sector from throughout the Asia-Pacific region. One major Asia-Pacific Forestry Week session was the gDialogue on Timber Trade, Forest Law Compliance and Governanceh, hosted by the Asia Forest Partnership (AFP) and co-organised by IGES, CIFOR, DFID and TNC. The Dialogue provided a prominent platform for forest stakeholders to discuss policy solutions that address concerns about forest governance and legal compliance in the international trade of timber and forest products. IGES researcher Dr. Federico Lopez-Casero presented on action by consumer countries to tackle the trade in illegal timber. He will participate in a panel discussion with other regional experts and industry representatives.

Japan - Asia REDD Seminar

On 24 March 2008, the Forestry Agency and the Forest Conservation, Livelihoods and Rights Project (IGES) held Japan-Asia REDD Seminar in Hayama, Japan.
Approximately 40 participants including Mitsubishi UFJ Research and Consulting, Forestry and Forest Products Research Institute(FFPRA), Japan Aerospace Exploration Agency(JAXA), National Institute for Environmental Studies(NIES), Waseda University, JICA, MARD Viet Nam, MAFF Cambodia, DOF Laos, MOF Indonesia attended the Seminar and actively contributed to discussions.

IGES participates in Papua New Guinea Forest Stewardship Council National Forest Certification Workshop

The IGES Forest Conservation Project attended the Papua New Guinea Forest Stewardship Council National Forest Certification Workshop on "The future of forest certification in Papua New Guinea", held in Port Moresby on 11-12 March 2008. Over 40 participants from NGOs, landowner associations, certifying bodies, industry and government participated in this very lively two-day workshop. This event was important as the first national workshop on forest certification in Papua New Guinea (PNG) in about 10 years. One of the highlights was the formal launching of the PNG Forest Stewardship Council (FSC) National Initiative and the High Conservation Value Forest Toolkit.

Second Round of the International Experts Meeting on Illegal Logging
3-4 March 2008, Tokyo
The Second Round of the International Experts Meeting on Illegal Logging took place in Tokyo, Japan, on 3-4 March 2008. The Meeting was hosted by the Government of Japan and attended by 51 senior level experts on the illegal logging issue as well as 11 observers. Participating countries were 19 major timber-producing and timber-consuming countries as well as representatives from international organisations and institutions that are actively involved in initiatives to combat illegal logging. Representatives from the private sector and civil society also participated as observers.

Participation in a "Study Group Meeting on Forests and Climate Change"

On 20 December 2007, Friends of the Earth (FoE) Japan organised a "study group meeting on forests and climate change" at its headquarters in Tokyo. Fifteen representatives from FoE Japan, Global Environmental Forum, Biomass Industrial Society Network and IGES (2 Forest Conservation, Livelihoods and Rights Project researchers) participated in the meeting.
The purpose of the meeting was to share information on the movement/discussions of various stakeholders such as governments, international organisations and forest and climate change-related NGOs on the issue of REDD (Reduced Emissions from Deforestation and forest Degradation).

International Tropical Timber Organisation (ITTO) Advisory Group Project Meeting
11 November 2007, Yokohama
Two researchers from the IGES Forest Conservation, Livelihoods and Rights Project participated in the first Advisory Group meeting of the ITTO Project "Promoting and Creating Market Demand for Certified Tropical Wood and Verified Legal Tropical Wood" on 11 November 2007. The objectives of the meeting were to receive and reflect comments from members in future activities of the ITTO Project. Eight members from overseas participated in the meeting, during which a representative of the implementing agencies presented the Project activity report and explained the content of future activities. The Advisory Group members provided advice on these activities and the role of the FairWood Centre.

IGES co-hosted the Seventh Asia Forest Partnership Meeting
12-15 November 2007, Yokohama
The governments of Japan and Indonesia, the Centre for International Forestry Research (CIFOR) and IGES co-hosted the 7th Annual Meeting of the Asia Forest Partnership (AFP) held in Yokohama, Japan on 12-15 November 2007. The Meeting centred on an evaluation of the first phase of the Partnership (2002-2007), the architecture of the Partnership for a second phase and on topics critical to sustainable forest management in the Asia-Pacific region. Over 130 representatives from 32 countries participated in the discussions. Twenty-seven presentations on AFP themes, particularly illegal logging and forest fires, and on emerging issues for sustainable forest management, such as forests and climate change, were delivered and provoked a lively discussion.

IGES Roundtable on Avoided Deforestation

Avoided deforestation (AD) - referring to the prevention or reduction of forest loss in order to reduce emissions of global warming gases - has become a key issue in policy debates about climate change.
The twenty-five participants were from government, research institutes, universities and non-governmental organisations, and from the IGES Forest Conservation Livelihoods and Rights Project, the IGES Climate Change Project and the Technical Support Unit of the IPCC based at IGES.

Contribution to the International Conference on Poverty Reduction and Forests:
Tenure, Market and Policy Reforms
3 - 7 September 2007, Bangkok, Thailand
The conference objectives were to 1) discuss how forest management can contribute to poverty alleviation and the livelihoods of forest-dependent people, 2) identify the role of forests, forest communities, enterprises and other stakeholders in promoting poverty alleviation and economic development, and 3) to strengthen and build stakeholder networks to advance tenure, market and policy reforms. The conference gathered over 300 participants from Southeast, South and East Asia, Africa, the Pacific, the Americas and Europe. The plenary sessions consisted of presentations, discussions and reporting back from sub-sessions.

Asia Forest Partnership (AFP) Steering Committee Evaluation Working Group Meeting
12-13 November 2006, IGES HQ, Hayama, Japan
The first meeting of the Asia Forest Partnership (AFP) Evaluation Working Group was held at IGES Headquarters in Hayama, Japan on12-13 November 2006, with the kind financial and logistical support of the Government of Japan and IGES.
Overall, the meeting can be judged as very successful. The evaluation report outline was revised, key elements to be included under each section were identified and organised, a timeline was set for the completion of the report and tasks were assigned.

IGES Participates in the
Asia Forest Partnership
Certified timber production, natural forest,
Papua New Guinea |
The Ad Hoc Working Group for Strengthening the Asia Forest Partnership (AFP), of which the Forest
Conservation Project (FC) is a member, held a meeting on 8 September in Bogor, Indonesia. The AFP
is a voluntary network of governments from timber producer and importing countries,
intergovernmental organisations and civil society groups promoting sustainable forest management.
The AFP was formally announced at the World Summit on Sustainable Development in 2002 and aims
at addressing the underling causes of forest loss and degradation in the region by creating a framework
for collective action amongst partners.
The two topics for discussion at the recent Ad
Hoc Working Group meeting were the need for
the establishment of a permanent secretariat and
operating procedures of the AFP. Good progress
was made on both issues and the results will be
submitted for deliberation amongst all partners
at AFP5, to be held in Yokohama from 13-15
November. FC took the opportunity to participate
in the Ad Hoc Working Group meeting while
conducting research in Papua New Guinea and
Indonesia on forest certification. |

The Governor of West Kutai District
Attends the Workshop on Collaborative
Forest Governance
A three-day workshop "Bridging between Research
and Practice towards the Realization of Collaborative
Forest Governance in West Kutai District,
Indonesia" was held under the leadership of Prof.
Makoto Inoue in Tokyo on 7-9 December 2004.
The primary objective of the workshop was to
synergise efforts to bridge the gap between
research and practice on the ground.
The workshop was attended by the Governor of
West Kutai, Mr. Rama Alexander Asia, along with 35
practitioners, researchers, policy makers and
academicians coming from Indonesia, Laos, Nepal,
India, Bangladesh and Japan
including some graduate students
from the University of Tokyo. There
were many papers on topics ranging
from stakeholder participation to
forest governance, and from
ecosystem approach to sustainable
forest management and principles of
peoplefs involvement in forestry. On
behalf of the Forest Conservation
Project, Dr. Bishnu Bhandari
presented a working paper titled "In
Search of a Strategy for Collaborative
Forest Governance". An intensive
discussion followed the presentation, governance, structures and elements of a strategy
proposed in the paper.
The workshop provided a forum for creating interests
and sharing improved ideas on sustainable forest
management in West Kutai District. A field excursion
was organised for the international participants to the
University Forest at Chichibu, Saitama. |
