In the Climate and Energy Area, strategic research activities will be conducted toward the realisation of low-carbon development in the Asian region-the world’s fastest growing economic centerin the linkage with the international climate regime. Currently, many Asian countries have begun to take various initiatives toward full-scale deployment of low-carbon policies. To support these initiatives, the CE area will examine how Asian countries including Japan can achieve sustainable low-carbon development, and also propose concrete options for institutional design of the post-2020 climate change regime.

  • Future Climate Regime

    This research will contribute to the policy process of building the post-2020 regime, by providing policy options related to legal form, equity/differentiation of commitments, and levels of mitigation ambition under the post-2020 regime, as well as the operationalisation of NAMAs (Nationally Appropriate Mitigation Actions), MRV (Measurable, Reportable, and Verifiable) and the financial and technology mechanisms. This research also examines how emerging international policy frameworks affect climate policies in major emitters such as Asian developing countries and the U.S., and vice-versa

  • Sustainable Energy System

    In order to achieve low-carbon development in Asia, energy and climate change policies adopted by each country will have significant consequences. In view of promoting a resilient and sustainable energy demand-supply system, research will be conducted on the energy mix analysis using energy models and analysis on the potential of energy saving and CO2 emissions reduction in the industrial sector.


    By analysing negotiations over nationally appropriate mitigation actions (NAMAs) and their measurement, reporting and verification (MRV) systems, this task will be to examine how to promote the establishment of the NAMAs/MRV systems in Asian developing countries. Policy recommendations to the UNFCCCC process will be made, and MRV methodologies, tool, guidance for policy implementation and MRV database will be developed

  • Climate Finance

    This research task aims at promoting effective implementation of climate policy in developing countries, by improving the understanding of the flow, sources and recipients of climate finance and its effectiveness. To this end, research will be carried out on effectiveness of climate-related assistance, cooperation among developing countries (South-South cooperation) in the climate area, and domestic management of climate finance in developing countries. Analysis will be done on finance-related agendas in future climate regime negotiations and aims to provide relevant policy recommendations

  • Asia Low Carbon Strategy

    This Project promotes low-carbon development at the region and city levels by introducing Japan's environmental policies and low-carbon technologies that can assist with green economy and growth in the region through implementing mechanisms such as the Joint Crediting Mechanism (JCM). The Project aims to provide across the board support to a partner city in a developing country, including support for capacity building, feasibility studies in various fields (e.g. solid waste management, energy efficiency, water treatment, transportation), and research on low-carbon policies and measures, in cooperation with relevant stakeholders (e.g. local municipalities, central government, research institutes).
