Promoting CDM activities in Asian countries
and
contributing to global efforts to combat
climate change
 |

As a new, cost-effective way to reduce greenhouse gas emissions, the use
of market mechanism is attracting attention. However, there has been little
experience of using market mechanism as a way to tackle climate change
and even though there have been studies on institutional designs at
international and national levels, it cannot be said that much progress has
been made to gain the understanding of businesses which are influenced
the most by the introduction of these systems.
This research will support the effective introduction and implementation of
market mechanism by providing straightforward and useful information to the
business community, and will contribute to practical policy making by
conveying the viewpoint of affected businesses to policy makers.

CDM Capacity Building - Enabling environment for CDM projects |

Local personnel training will contribute to realising
CDM projects through coordination between CDM
host country governments and project proponents.
The project will propose the reform of CDM rules
based on experience from capacity building activities.

Setting-up and improving the assessment of sustainable development impacts, and improving Designated National Authority(DNA) approval process for CDM project. |

CDM reform |

Joint proposals: IGES and the Government of Cambodia jointly submitted proposals to the CDM
Executive Board in Oct.2006, Nov.2007 and Sep. 2009, requesting to streamline the CDM
procedure for Least Developed Countries.
CDM Reform Conference and Report: IGES organised CDM Capacity Building Kyoto General
Meeting in March 2010 to share experience and lessons learned from each country, and to discuss
options to further improve the CDM. IGES also has published gTowards CDM reformh to propose
some ideas for CDM reform in June 2010. |

Research on Emissions Trading |

The project will research and propose institutional designs for domestic
and international emissions trading schemes. |

Database and MOU |
| |
The UNFCCC secretariat and IGES has signed the memorandum of understanding (MOU) on the exchange of CDM data in May
2008 and implement further collaboration with data and analysis. |
