Third Workshop on Enhancing the Regional Distribution of CDM Projects in Asia and the Pacific |

The workshop on enhancing regional distribution of CDM projects in Asia and the Pacific, organised jointly by ADB, IGES and UNFCCC secretariat in partnership with UNEP Risoe Centre, concluded successfully with active engagement by participants and strengthened network of CDM stakeholders in the region. It also attracted the greatest number and diversity of participants in the history of the series of workshop, with 182 participants from 35 countries.
The workshop, which has been held annually since 2010, aimed at developing the capacity of CDM stakeholders (government officials, project developers, NGOs) to attract more CDM projects in Least Developed Countries and Small Island Developing states. This activity is also positioned to fulfill the mandate of the COP/MOP, in which IGES and ADB are partner organisations.
The overarching themes of the workshop were the standard baselines (SB) and
CDM programme of activities (PoA), which are expected to be instrumental to
promoting CDM in LDCs, SIDS and countries hosting fewer than 10 registered
projects. The workshop included three types of activities to strengthen the
capacity of stakeholders in the region on SB and PoA.
1. Presentations and Discussion
In session 1-4, presentations on CDM regulatory frameworks, CDM programme of
activities (PoA), standardised baseline (SB), financial issues, and related
best practices were made. These were provided by the organisors (ADB, IGES,
UNFCCC, UNEP Risoe Centre) as well as invited experts and DNA
representatives. Participants also actively engaged in questions & answers
sessions.
2. Hands-on exercise
In session 5, IGES provided Excel-based exercise materials for CDM PoA on
five methodologies - compost, biogas, renewable energies, CFL distribution
and transport. These exercise materials were designed to provide a basic
understanding of how CDM PoA could be designed. Participants went through
this exercise supported by hands-on instructions from IGES staff as well as
discussion with other participants.
3. Group work for project formulation
In Session 6 and 7, participants were divided into eight groups to develop
an "Action Plan" to promote CDM PoA or SB in each subregion. Each group
developed action plans or project proposals, and presented the outcome to
the panel members composed of organisers. The presentations included slides,
movies and on-stage drama. The presented action plans were impressive both
in terms of quality and creativity. Two groups - one that proposed water
purification and renewable energy technologies, and waste management PoAs,
were chosen as the "winners". Participants committed to enhance the action
plans in their own regions.
On behalf of the organisers, we would like to express our sincere gratitude
to everyone who participated and/or extended support to make this a
successful event; we hope that this workshop contributes to the enhancement
of regional distribution of CDM projects in Asia and the Pacific.
