UNFCCC SB36 side event
The road to the Durban Platform: New framework, New market Mechanisms and MRV in Asia

The Institute for Global Environmental Strategies (IGES) held a side event for the 36th Subsidiary Body sessions of the United Nations Framework Convention on Climate Change (UNFCCC SB36) entitled gThe road to the Durban Platform: New framework, New market Mechanisms and MRV in Asiah on 16 May 2012 in Bonn, Germany. This side event focused on the emerging issues in Asia under a new framework after Durban, including climate unilateralism, development of GHG-MRV on new market mechanisms, quality-of-governance standards for REDD+ and energy scenarios in Japan after the Fukushima accident. There were around 40 participants including government officials representatives from research institutes and NGOs. This event was a good opportunity to share a andvariety of ideas.

Summary
Prof. Jusen Asuka (Director of Climate Change Group) explained new emerging alliances including the Cartagena Dialogue and the Durban alliance. He also pointed out that climate unilateralism, for example EU-ETS extension to the aviation sector or border tax measures, may work if carefully articulated and targeted.
Dr. Yasushi Ninomiya (Director of Market Mechanism Group) presented GHG-MRV development and capacity building research in several Asian countries, summarising the preliminary results from a range of GHG-MRV pilot studies for broader sectors in Asian developing countries. He concluded that an establishment of simple but credible GHG-MRV framework based on the current practice of data monitoring/data management is crucial for effective implementation of new market mechanisms/ NAMAs.
Dr. Federico Lopez-Casero (Policy Researcher of Forest Conservation Team ) highlighted the importance of governance for the implementation of REDD+ and GHG MRV in the forest sector. He concluded that active participation and engagement of a diverse range of stakeholders are key elements to strengthen governance quality through the development of standards based on his research in Nepal.
Dr. Takeshi Kuramochi (Researcher of Climate Change Group) reported the current Japanese energy policy after the Fukushima disaster and his modelling study which describes long-term energy and climate scenarios. He also announced that the results of his study will be published within a few weeks.
 
To conclude the side event, Mr. Dennis Tirpak, (Principal Advisor of World Resources Institute), made overall comments on IGES research including the framework of MRV, the experience from EU-ETS and possible assumptions on energy and climate scenarios.
