Symposium on allocation and leakage/competitiveness
issues of emissions trading scheme
The most important points in designing a domestic emissions trading scheme is how to allocate allowances and strategies to prevent leakage and loss of international competitiveness.

In the United States, auctioning of allowances has been already conducted and also in Europe a part of allowances have been allocated based on auctioning and benchmarking. Lessons learned from these countries' experiences are considered to be very useful for the design of the Japanese domestic emissions trading scheme which is now being discussed.

In this symposium, presentations were made on such issues as allocation, leakage, and international competitiveness in an emissions trading scheme by speakers from Germany and the U.S. Q&A sessions and panel discussion followed after the presentations to deepen understanding of participants on the issues raised.
