Sino-Japan CDM Cooperation Programme Open Seminar
China's latest climate policy and the status of CDM
Since 2006, IGES has been implementing the Sino-Japan CDM Cooperation Programme which encourages the materialisation of high potential CDM projects through joint cooperation between China and Japan. As one of the activities of this programme, IGES organised an open seminar on 25 September in Tokyo, Japan entitled "China's latest climate policy and the status of CDM." About 130 people, mainly from private sectors and research organisations, were in attendance.

The seminar invited the National Development and Reform Commission which oversees the CDM programme on the Chinese side, CDM experts from Tsinghua University which is the co-implementing agency of the programme with IGES, as well as representatives from the Development and Reform Commissions of Shaanxi Province, Inner-Mongolia Autonomous Region of China and Liaoning Province. They explained China’s state plans for Climate Change announced in June 2007, the current status and incentives for renewable energy, and domestic CDM rules and procedures for CDM project development. Experts from IGES and Tsinghua University also reported on registration and problems relating to implementation of CDM, pointing out that while there had been an increase in the number of projects registered in China, there was still a shortfall of DOE (Designated Operational Entity) due to the long registration process due to tougher screening for CDM registration and the long UN authorisation process. This will have an impact on future registration of Chinese projects.

The seminar also featured discussion on the development of Sino-Japanese cooperation on climate change. The Chinese side evaluated the current cooperation between governments and communities and there were hopes for further coordination to use Japanese advanced technology in the cement and steel industries.
