IGES has been implementing the Sino-Japan CDM Cooperation Programme since 2006. The programme is to assist materialisation of high potential CDM projects and facilitate cooperation between Japan and China for this materialisation. IGES organised the open seminar in 25th September at Tokyo, Japan as one of the important activities of this programme, entitled gCurrent Status of CDM in China." 100 people mainly from private sectors and research organisation attended this seminar.

The seminar invited representatives from the Development and Reform Commission of Shaanxi and Inner-Mongolia Autonomous Region of China and CDM experts from Tsinghua University, co-implementing agency of the programme with IGES, and they explained domestic CDM rules and procedures, and lessons learned from CDM project development. While nationally approved CDM projects have been dramatically increased, lack of domestic CDM experts and available DOE (Designated Operational Entity), and lack of understanding as well as less preparation towards CDM-related risks among project developers were pointed out from the speakers. In addition, the CDM expert from Tsinghua University pointed out that there were still gaps between estimated emission reductions from currently being implemented or developed CDM projects and overall potential emission reductions in China. He added that there were still large potentials of emission reductions from cement and chemical sectors in China. Finally, the candidate projects which the Sino-Japan CDM Cooperation Programme considered to assist were introduced, namely biomass project in Inner-Mongolia, top gas pressure recovery from the steel production in Shaanxi, and hydro power project in Guizhou.
