Background to Establishment |

| In light of the heightening strategic importance of China in environmental policies in the Asia-Pacific region, such as those to prevent global warming, the Beijing Office (Sino-Japanese Cooperation Project Office) was set up within the Sino-Japan Friendship Center for Environmental Protection in Chaoyang, Beijing on 2 July 2006. It serves as a base to strengthen research projects and activities carried out jointly with China.
The Beijing office serves as an axis point to develop various surveys and research work in cooperation both bilaterally with China, and also multilaterally.

Since its establishment, the Beijing office has developed the following activities.

World Bank Training Project for Urban Air Quality Management Capacity Building in China (FY2006)
In a project commissioned by the World Bank, working with the Sino-Japan Friendship Center for Environmental Protection on capacity building for Chinese urban air quality management, the Beijing office provided training on urban air quality management methods making use of Chinafs latest policy developments and simple models developed by the World Bank. There were three training sessions, with a total of 106 participants from 41 cities.

Sino-Japan Joint Research to Strengthen Water Environmental Management in China (FY2006-2007)
In China, ensuring the safety of drinking water has become the most important environmental issue. At the Sino-Japanese Environmental Ministersf Conference held in Beijing in December 2006, both sides agreed to conduct gSino-Japanese joint research to strengthen water environmental management in Chinah with joint research being carried out by IGES on the Japan side, the Sino-Japan Friendship Center for Environmental Protection (Environmental Economics and Policy Research Center) on the China side, together with institutions such as Tsinghua University. Specifically, analysis was carried out on water management in important regions such as Bo Hai and Yangtze river basin and on the importance of introducing a diversified wastewater treatment for rural areas where efforts to develop policies are belated. The results of this were developed with the implementation of a model project (3) below.

gDecentralised Wastewater Treatment Model Project for Rural Areash (FY2008-)
In May 2008, the Environment Ministers of China and Japan approved and signed the gChina-Japan Cooperation Model Project on Decentralised Wastewater Treatment for Rural Areash. IGES was the organising institute for Japan, constructing the facilities for the decentralised wastewater treatment model, conducting research on management of pollutant emissions reduction, and holding a seminar on this issue. The model areas for this project include Chongqing City, Jiangsu Province, Xinjiang Uighur Autonomous Region, and Yunnan Province.

Sino-Japan CDM Cooperation Programme (FY2006-)
IGES conducts capacity building for CDM in 7 target countries including China, to initiate and develop CDM projects. It also carries out credit (CERs) purchasing support for the Japanese government (NEDO). In China, working under the guidance of the Ministry of the Environment of Japan and the National Development and Reform Commission of China, IGES and Tsinghua University have been jointly implementing several capacity building projects (specifically support for Project Design Document (PDD) development) since FY2006.

Policy Proposals to Establish a Strategic Reciprocity Relationship in the Environmental Field (FY2006`)
IGES has participated in joint survey research activities (co-benefit model project, recycle-based cooperation project) implemented by both the Chinese and Japanese goverments to establish a strategic reciprocity relationship in the environmental field. It has also been active in policy proposal.
