International Workshop on "Business and the Environment" 2005
Businesses for a Reduce-Reuse-Recycle Economy: Current Status and Future Prospects -A Japanese and German Dialogue-
Deutschland in Japan
The workshop, which was held as part of "Deutschland in Japan 2005/2006", consisted of five presentations, including two guest speakers from Germany and three resource persons from Japan. At the concluding session, there was a lively discussion about the current status and future prospects of Businesses for a Reduced-Reused-Recycled Economy in Japan and Germany.

Summary
Report: "3R Policy in Japan and Germany"

The report systematically indicated administrative organizations and policy system of the businesses for a reduced-reused-recycled economy in Japan and Germany at the national, state, prefecture and municipal levels. According to the report, local governments in Japan have developed their own policies in accordance with national Fundamental Law for Establishing a Sound Material-Cycle Society and the Fundamental Plan based on the Long-Term General Plan. It also states that in Germany policy focuses on sustainable strategy and Local Agenda 21, and that Germany develops its 3R policy with an integrated view on reducing the waste output and increasing the resources/energy efficiency.

Session I: "3R Business Trends"

Along with introducing the four types of environmental businesses in Germany (end-of-pipe type, renewable energy, integrated production type, innovative type), it was reported that there has been progress in making more efficient use of materials and the country is considering establishing the German Material Efficiency Agency. It was also reported that it was important to have a unified policy concerning waste management, resources use, climate change and so on, and that there is a need for regional technology clusters and business participation.

This presentation that stressed the need for progressive Eco-innovation, taking into consideration higher environmental cost due to investmental needes, unemployment and delays industrial structure conversion. . It was also reported that eco-innovation includes infrastructural innovation to promote reindustrialization and intellectual innovation to promote deindustrialization. It was furthermore stated that Businesses for a Reduced-Reused-Recycled Economy is taking momentum because of environmental laws and regulations.

Session II: "Promoting Local Industry"
Astrid Becker (NRW Japan K.K. - Japan office of the state of Nordrhein-Westfalen (NRW))
It was reported that there is an organization in NRW State called "efficiency agency" that conducts PIUS for small and medium sized businesses both on environmental performance and cost performance for products and the production process. It was also mentioned that PIUS has been introduced by Japanese businesses as well. Thinking that biomass gas will be an important source of energy in the future, there are currently 140 bio gas facilities operating in NRW, and there are plans to build another 100.

The Hyogo Eco Town Vision was approved by the Ministry of Economy, Trade and Industry and the Ministry of Environment as an initiative for realizing zero emission in April 2003. It was reported that research conferences on systems that use biomass and hydrogen and on creating businesses that specialize in recycling of construction waste are being held. Various themes such as safety of raw materials use, creating a demand for recycled products were also introduced as viable businesses opportunities.

Concluding Session
Participants are keen in knowing the details of material flow analysis in Germany and new EU directives concerning waste management. The speakers from Germany also expressed an interest in the current state of recycling and the Eco Town Project in Japan.
Finally, senior researcher Yasuhiro Kanda expressed a desire for Hyogo Eco Town to take global needs into consideration such as the one world policy of NRW State and spoke of the need to promote further research exchange between Japan and Germany, who lead the world in 3R initiative.
